D3 Mapping Example -Error rendering

Hi,

A few years back, I experimented with a d3 mapping example. It worked fine then however after a while of being away from any d3 mapping projects, I have found that it is now broken. I had a similar problem a while back when d3 was updated as that created a scaling issue so that the svgs wouldn't render. I thought that was the problem this time however after playing with the scale factor, nothing seems to have changed. I have attached a generic example and greatly appreciate any help.

Hi there, I had this marked for follow-up an finally got a chance to take a look. 

This site loads just fine for me.  What is it not doing for you?  Are you loading it from an actual webserver or just trying to load it from the filesystem?
