(Another) Envelope Plugin for Fava

I know there's already an envelope budgeting plugin for Fava that's picking up some traction (kudos to bryall) but I'd like to pitch my own plugin out there, inspired by YNAB.

It's a little different from bryall's plugin since it's molded to how I personally use beancount (coming from YNAB):

- All Expense accounts become individual budgeting categories

- You (re)budget using transactions between Expense accounts

- The plugin automatically applies a tag to all rebudget transactions so they can easily be filtered out for reports

The Fava extension(s) provide budget and account views that are similar to YNAB.

I've been using it myself for a while now and figured it's in a decent enough state that I'm willing to show it to the rest of the community.
