beaglebone black using imaga debian 9.9

First off, I'm a newbie to the BBB.

I have a BBB which used the image with BBB bone-debian-9.9-IoT-armhf-2019-08-03-4gb.img, and If I try and login via ssh as the root I get an 'Access denied' message, Without the root access it makes tree navigation very difficult with tools like WinSCP. My problem is can I login ssh as root with Debian 9.9 iot ? can anyone help this issue.

We consider that a feature, having random full control over the target
rootfs is asking for trouble.
