wlan0: link is not ready - Pocket Beagle

I have a Pocket Beagle that I've wired up a USB connector to and plugged in a Wifi dongle. I can't get connmanctl to see and access points unless I unplug the dongle in and plug it back in.

dmesg | grep wlan0 gives: [ 52.468315] IPv6: ADDRCONF(NETDEV_UP): wlan0: link is not ready

How do I get connmanctl to work without unplugging and pluging the dongle?
