Ethernet keep disabled after cable unplug and replug

Hello,

I recognize now, when I unplug the network cable and reconnect, the Ethernet keep disabled?

No LED on the Ethernet port are on.

When I remove power supply and start again, all is fine.

Did someone know where I can start searching?
