Was uEnvt.txt previously in /boot/uboot/ ?

It is currently in /boot/

Tutorials reference uEnv.txt in /boot/uboot/

Correct, it was moved the fall of 2014 and heavily minimized..

What are you trying to enable/disable?

OK that is good to know.

Trying to enable UARTs. Trying to setup for use with minicom and in c/c++ programs.
