I want to start develop schematics for a new Cape. Where I can ask for a unique eeprom id address?

You don't... You need to make sure to not step on someone else's name,
unless your 100% compatible:

Are the pin definitions used?
In building a cape, I was only using power/current and I2C to read the cape EEPROM.
Somewhere it says the pin defs are not used yet, and the ID is used to load software driver. Is that so?
