Please find the attached file for the Draft GC8 FR for HIV/AIDS. You are requested to review before the 4th FR Development Committee meeting on 10th May at 11.00 am in DGHS Conference Room. According to the decision of the FR Development Committee meeting we will share it widely before finalization.

With the kind support of consultants, HIV PRs are requested to kindly prepare the Malaria FR presentations for the 4th FR Development Committee Meeting on 10th May 2026.

Good morning !

We sent the concerns we received from the MSM and Hijra constituencies a little late. Since we received some specific feedback from the community, we have shared it below.

Comments/ concern :

For GC-8 of the HIV Program in Bangladesh, it is critical to address several highly concerning gaps that have remained underemphasized. Despite progress, key populations continue to face stigma, discrimination, harassment, and limited access to quality HIV prevention, testing, treatment, and psychosocial support services. The shrinking civic space and reduced community-led engagement threaten the sustainability of outreach and trust-building initiatives. Special attention is needed for young key populations, transgender people, migrant workers, and people living with HIV who often remain excluded from social protection and mental health services.

In addition, rising vulnerability linked to economic hardship, climate-related displacement, and digital misinformation is increasing HIV risk while reducing healthcare-seeking behavior. Stock-out risks for essential commodities, inadequate viral load monitoring, and weak linkage between HIV, TB, sexual and reproductive health, and mental health services must also be prioritized.

GC-8 should therefore strengthen community systems, ensure meaningful involvement of affected communities in decision-making, protect human rights, and invest in resilient, integrated, and community people-centered health services to achieve sustainable epidemic control in Bangladesh.
