Use option key in keyboard shortcut?

My goal is to set up Shift+option+arrow keys to move lines up and down.
However, as soon as I press option the cursor changes to a cross, ready to select rectangular/column text. (p112 User manual)

-Any way to temporarily disable the option key?

BBEdite version 15.0.1
Swedish kb layout

The appearance of the cursor does not affect how BBEdit processes menu command equivalents.

Are ⇧+⌥+ (random key) available to set as a shortcut? (shift option random key)

The cursor changes from pointer to cross depending if its outside or inside the text box:

Chapter 10 of the user manual says:

"All menu key combinations must include either the Command key or the Control key (or both), except function keys, which may be used unmodified. The Help, Home, End, Page Up and Page Down keys can be used in menu key combinations as well. The Help key can be assigned without modifiers; the others must be used in combination with at least either the Command or Control key."
