數日前, 美國國務卿Marco Rubio前往Manila參加ASEAN外長會議, 他也藉機與支那外長王某舉行場外雙邊會談, 隨後, 他舉行記者會. 在記者會中, 他就記者關於支那海警船在我東台灣海域肆虐與騷擾一事, 發表了談話, 表達了美國老大哥的嚴正關切與立場.

QUESTION:  China’s been sending its coast guard in —

SECRETARY RUBIO:  What now? 

QUESTION:  China has been sending its coast guard in toward Taiwan, doing patrols near Taiwan.  I know the U.S. has said this has been destabilizing.  Did you raise that with Wang Yi? 

SECRETARY RUBIO:  It always comes up in every one of our meetings because we obviously disagree with those actions.  And we actually think that they run contrary to the spirit of what we’re trying to work out with them with regards to strategic stability.  But the bigger point to make in that regard is that the U.S. will continue to – we’re never going to accept that international waterways are somehow under the control of other countries.  We’ll continue to sail through international waterways and freedom of navigation efforts of that kind, and we’ll continue to live up to our commitments – for example, with the Philippines and other countries – in terms of the treaty commitments that we have. 

And again, it speaks to areas of disagreement when it comes to our policies with China.  Those need to be managed very carefully because obviously a conflict, be it economic or otherwise, between the U.S. and China would have a dramatic global impact.  So the difficult job of geopolitics and foreign policy is managing your differences and not doing anything that runs contrary to our national interests, but at the same time trying to avoid conflict that could lead to something really catastrophic for the world.  And I think we have an obligation to do that, which is why it’s important for us to continue to talk to China, irrespective of our differences. 

It’s important to – if you go back to the height of the Cold War, even in the height of the Cold War, even in its most tense moments, the United States and the Soviet Union were – communicated, at least at a military-to-military level and even at a diplomatic level, and in many ways that prevented catastrophe.  So I’m not saying we’re at that stage with China, but what I am saying is it would, frankly, be reckless and irresponsible for the U.S. and China not to have a relationship, given the impact and the – our countries have on the global economy and on the world.

我說, 極其囂張的支那鬼子最近一陣子也派了數艘海警船在我台灣東部海域非法搞什麼 "執法巡查", 美國國務院與AIT顯然已認為老共實在太超過, 認為老共已在危害或破壞美支要建立的 "有建設性的戰略穩定關係", 因而發表了談話, 也採取了宣示性的行動, 來加以反制.

就支那鬼子的海警船在我台灣東部海域的非法活動, 美國國務卿Marco Rubio在馬尼拉答覆記者詢問時說: "It always comes up in every one of our meetings because we obviously disagree with those actions.  And we actually think that they run contrary to the spirit of what we’re trying to work out with them with regards to strategic stability. " (我們美國不同意 [應該說反對] 支那鬼子那些行動, 我們實際上認為它們違反了我方要與支方建立的 "戰略穩定關係" 的Spirit.)

Marco這項談話很重要, 因為美方也開始要支方約束自己, 不要只一味要求美國 "妥善處理對台關係或涉台事務", 而自己卻成天侵害美國在台灣的安全.戰略.政治.經濟利益.

AIT日前發出的訊息也很重要, 因為這顯示美方在西太平洋.第一島鏈.台海對支那鬼子從事嚇阻時, 雖然奉行所謂的 "strong and clear, but quiet" approach, 但現在也知道, 若太quiet, 那就無法讓台灣人.日本人.菲律賓人.世人知道美國的 "strong & clear", 也無法讓台灣人.日本人.菲律賓人.世人感覺美國還是老大哥.

美國把一個SquadronCoast Guard Cutters佈署在第一島鏈 [從中東調到新加坡與菲律賓], 在此與Allies & Security Partners進行Joint Drills & Joint Operations, 這類的活動 can prove useful in the event of a blockade attempt of the island by Beijing, 這裡指的是支共鬼子對我台灣的封鎖的企圖.

U.S. and Taiwanese officials revealed this week that a joint exercise was held at an unspecified time between their respective Coast Guard agencies.

Media from the American Institute in Taiwan and the Ocean Affairs Council show the U.S. Coast Guard Cutter USS Midgett (WMSL 757) sailing alongside the Coast Guard Administration patrol frigate Taipei (CG 5005). The location and date of the joint activity was not identified by U.S. or Taiwanese officials.

Washington’s de facto embassy in Taipei highlighted the cooperation due to the onset of the typhoon season impacting the region, stating that the two white hull agencies “are busy coordinating on shared maritime objectives.”

“We believe this announcement is highly significant. It is a new measure by the United States to demonstrate its commitment to maintaining security and peace in the Western Pacific,” Minister of the Ocean Affairs Council Kuan Bi-ling said on Tuesday day in a social media post.

Kuan also criticized the conduct of Chinese maritime security forces and recent cutter deployments around Taiwan, including the island’s eastern waters in the Pacific.

Midgett recently wrapped up a five-month-long mission to the Western Pacific.

This deployment saw the Legend-class cutter work with allies and partners such as the Philippines, Singapore, South Korea and Japan. The 4,700-ton cutter began the deployment in Southeast Asia before shifting to East Asian waters. Last week, Midgett pulled into Pearl Harbor to conclude the deployment.

In 2021, the USCG and CGA signed a memorandum of understanding to establish a Coast Guard Working Group. According to a release at the time, the document created “a platform to institutionalize a dialogue mechanism to develop training curriculums, build cooperation plans and share information between Taiwan and the US.”

Taiwanese patrol frigates have also trained with the Japan Coast Guard and resupplied from Japanese ports, local media reported last year.

Washington’s cutters have been pushed into frontline service to bolster partners facing coercive activities from Beijing’s maritime forces. Earlier this year, the U.S. Coast Guard shifted a squadron of cutters to the South China Sea. The U.S. Coast Guard also provided a presence between Philippine and Chinese forces at Second Thomas Shoal, according to a statement from Secretary of State Marco Rubio.

These activities can prove useful in the event of a blockade attempt of the island by Beijing, Ben Lewis, founder of PLATracker, an organization dedicated to monitoring Chinese military activity and development, told USNI News.

The U.S.' de facto embassy in Taiwan has released new photos showing American and Taiwanese coast guard vessels sailing side by side during a rare joint exercise.

 

Noting it is currently typhoon season in the western Pacific, the two coast guards are "busy coordinating" on shared concerns including tropical storms, disaster relief, marine resources, drug trafficking and illegal fishing, the American Institute in Taiwan(AIT) said in a Facebook post.

 

The exercise was conducted under a 2021 memorandum of understanding signed by the AIT and Taiwan's de facto embassy in the U.S., which established a framework for cooperation on maritime law enforcement.

 

 

Newsweek reached out to the U.S. Coast Guard and the Chinese Embassy in Washington by email with requests for comment.

China Tensions

 

Beijing claims Taiwan as its territory and says unification is inevitable, though its Communist Party government has never ruled there. Taiwan's government rejects China's sovereignty claims.

 

China has in recent years increased its pressure on Taiwan, including by stepping up its coast guardpresence near the island in what analysts say is a bid to normalize its presence.

 

The U.S. "disagrees" with the Chinese patrols, Secretary of State Marco Rubio said following a meeting with Chinese Foreign Minister Wang Yi in Manila last week.

 

"We actually think that they run contrary to the spirit of what we're trying to work out with them with regards to strategic stability," he told reporters.

While the U.S. is Taiwan's main source of weaponry, Washington-like most countries-does not maintain official diplomatic ties with Taiwan and has generally kept security cooperation with the island low-profile to avoid provoking Beijing.

 

"The United States appreciates Taiwan's partnership in maritime security and safety, and supports Taiwan's meaningful contributions on global issues including maritime law enforcement exchange and international cooperation," the AIT said in its post.

Beyond Search and Rescue


The two agencies recently worked together to "crack a high-end semiconductor smuggling case" and prevented advanced chips from "becoming tools for military authoritarian expansion," Taiwan's coast guard said in a statement in apparent reference to China. The agency did not provide details of the operation.

 

Taiwan is a global semiconductor powerhouse, producing the vast majority of the world's most advanced chips, including many covered by U.S. export controls aimed at preventing them from being used to support China's military modernization.

 

"Great to see Taiwan & the U.S. coast guards join hands in maritime law enforcement & international cooperation," wrote Joseph Wu, secretary-general of Taiwan's National Security Council, in a post on X.

 

The Midgett returned to its homeport of Honolulu, Hawaii, on July 23, the Coast Guard said.

The American Institute in Taiwan (AIT), the United States’ de facto embassy, posted a picture on its Facebook page yesterday showing U.S. and Taiwan coast guard vessels operating side-by-side. 

AIT said it was “coordinating on shared maritime objectives” including disaster relief and the interdiction of illegal drug shipping. “The United States appreciates Taiwan’s partnership in maritime security and safety, and supports Taiwan’s meaningful contributions on global issues including maritime law enforcement exchange and international cooperation,” the post said. 

The de facto embassy’s unusual decision to publicize an apparent joint exercise comes as China escalates its campaign of maritime gray zone pressure. In June, China’s coast guard began hailing international civilian vessels in the waters east of Taiwan, a move that analysts called a significant expansion of its activities. 

“We believe this announcement is of great significance,” Taiwan’s Minister of Ocean Affairs Kuan Bi-ling (管碧玲) wrote in a Facebook post. “It is a new measure by the United States to demonstrate its determination to maintain security and peace in the Western Pacific.”

She added: “This announcement fully demonstrates that the United States truly understands that the Taiwan Coast Guard is the only law enforcement agency in Taiwan’s waters, and that the only partner for the U.S. Coast Guard’s law enforcement cooperation in Taiwan’s waters is the Taiwan Coast Guard.”

In a post on his LinkedIn page, AIT Director Raymond Greene said: “Great to see the progress that has been achieved in the U.S.-Taiwan Coast Guard relationship since we signed our first cooperative agreement in 2021 during my previous tour in Taipei. 

He added: “Whether it is countering drug trafficking and illegal fishing, ensuring maritime safety, or training Taiwanese cadets at the U.S. Coast Guard academy, this partnership is producing real results for the United States, Taiwan, and the Indo-Pacific region.”

The American vessel shown in the undated picture posted by AIT is the USCGC Midgett, a cutter whose home port is in Hawaii. It was commissioned in August 2019 and participated in the Rim of the Pacific exercises in 2022 and 2024, according to a fact sheet on the Coast Guard’s website. This year’s iteration of the biennial exercises, which are the largest in the world, concluded on Wednesday.

“USCGC Midgett has played a key role in promoting and maintaining a free, secure, and prosperous Blue Pacific and IndoPacific,” the fact sheet reads. “Throughout the Pacific, Midgett has collaborated with the Singapore Defense Force, Indian Coast Guard, Maldives Defense Force, and the Philippine Coast Guard, and conducted shiprider operations with Tuvalu, the Royal New Zealand Navy, and Papua New Guinea.”

The Midgett’s appearance near Taiwan comes a month after the Wall Street Journal reported that the U.S. Coast Guard had stationed a separate fleet of six 154-foot fast-response cutters in Singapore and Subic Bay on the Philippine island of Luzon, which faces the South China Sea.

At 418 feet, the Midgett is one of the coast guard’s larger ships, and is equipped for 60 to 90-day patrol cycles.
