A. Mr. Min Shong Chang公開支持 "台灣加入美國" 

Dear Min Shong,

David先代表台灣建州運動謝謝Min Shong兄對 "台灣加入美國" 提案的支持.

近一年來, 雖然幾個亂黨 (敵黨和台奸黨) 沒能成功地為在從事 "侵略與併吞台灣的戰爭" 的支共與支帝建立在台灣的傀儡政權, 但它們畢竟已成功地把台灣的立法院變成 "支那台灣特區立法局", 我們已經見證了這幾個亂黨如何受北京的指使, 以立法院為基地, 瘋狂地搞亂台/ 弱台/ 毀台/ 為支共併吞台灣鋪路的醜惡勾當. 

那幾個敵黨或亂黨的邪惡賣台行徑, 加上支共謀我台灣日亟, 對我台灣的威脅與壓迫日益升高, 都成為部分台灣住民要加入美國的驅力, 我們現在已見證了越來越多的台灣住民與台美人公開贊成或支持 "台灣加入美國" 的提案的現象 [以前多半是私下為之]. 

最近, 應該是受到川普的 "Manifest Destiny"/ "MAGA-ism"/ "美國領土擴張論" 的啟發/ 影響/ 鼓舞, 我們發現, 有越來越多的台灣與台美鄉親公開表示, 希望台灣建州運動向川普總統/ 美國國會表達 "台灣要加入美國" 的意願, 我/ 我的一位台美人朋友/ 我的一名政治顧問都已注意到這個趨勢.

台灣建州運動雖然主張要按部就班地推動 "台灣加入美國" 的台灣前途解決提案, 但也不排除採取一些臨時措施或行動, 以正面回應若干鄉親的建議/ 要求/ 期待, 不過, 在採取行動前, 也必須先做些準備工作 [例如, 先委請一家被台灣人與美國政府認為有公信力的民調公司, 在某個時候, 在台灣與澎湖地區, 進行客觀與公正的民調], 不能冒然或冒冒失失地採取行動, 畢竟台灣建州運動是一個正派與有使命的政治運動, 而它所推動的又是被許多台灣住民寄以厚望的 "台灣加入美國" 提案.

🌹台灣根據舊金山和約,應該明確向美國表態「加入美國聯邦政府」的意願!讓美國人知道「台灣人民」愛好自由民主的決心!因為今天如果沒有美國就沒有台灣!中國之所以不敢貿然的侵犯台灣是因為「台灣關係法」!古今中外「沒有免費午餐」,大家也都聽到「久病無孝子」的名言❗️意義相同!慶幸的是「加入美國聯邦政府不是我統你或你統我」!聯邦政府底下的各州可以享有法律、文化、習慣、宗教、語言、教育⋯⋯的獨特性,相當於一個國家一樣,更難能可貴的是「憲法規定可以再公投獨立」‼️切記要讓美國知道「台灣加入美國聯邦政府的決心」‼️再說今天的台灣各種「行政制度」已經和聯邦政府的各個州「很相似」!大家最關心的「語言」在聯邦政府制度下根本是「多餘的」‼️🌹🌹🌹🌹🌹🌹

台海事務的專家與學者將這個最新的版本與5/28/2022 [Old Joe執政時期] 的國務院官網版本 [Appendix II] 加以對照, 馬上就發現, 現在這個最新的版本把上次那個版本 [Appendix II] 裡頭很重要的/ 很敏感的 "we do not support Taiwan independence" 一句文字刪除了, 國務院這個動作引來鄉親的關注與解讀.

U.S.-Taiwan Relationship

As a leading democracy and a technological powerhouse, Taiwan is a key U.S. partner in the Indo-Pacific. Though the United States does not have diplomatic relations with Taiwan, we have a robust unofficial relationship. The United States and Taiwan share similar values, deep commercial and economic links, and strong people-to-people ties, which form the bedrock of our friendship and serve as the impetus for expanding U.S. engagement with Taiwan.

Through the American Institute in Taiwan (AIT), a non-profit corporation mandated by the Taiwan Relations Act to carry out the United States’ unofficial relations with Taiwan, our cooperation with Taiwan continues to expand. Taiwan has become an important U.S. partner in trade and investment, semiconductors and other critical supply chains, investment screening, science and technology, health, education, and advancing democratic values.

The United States’ approach to Taiwan has remained consistent across decades and administrations. The United States has a longstanding one China policy, which is guided by the Taiwan Relations Act, the three Joint Communiques, and the Six Assurances. Foreign Representation

AIT performs citizen and consular services similar to those at diplomatic posts and maintains a contract with the Department of State. Raymond Greene is the Taipei-based AIT Director. Other key personnel are listed on AIT’s website . Taiwan maintains the Taipei Economic and Cultural Representative Office in the United States (TECRO) in Washington, DC. Taiwan also engages and provides services across the United States through Taipei Economic and Cultural Offices (TECOs).

Economic Relations

Taiwan is a highly advanced economy and a key link in global technology and manufacturing supply chains. The United States and Taiwan have longstanding, deep, and growing trade and investment ties, which advance U.S. interests and help create economic opportunities in the United States. Since 2020, the United States and Taiwan, under the auspices of AIT and TECRO, launched the Economic Prosperity Partnership Dialogue (EPPD) to enhance economic and commercial ties, including supply chain security and resilience, countering economic coercion, energy security, and investment screening. The Department of Commerce delivers commercial programs to support U.S. exports to Taiwan and Taiwan investment in the U.S. in emerging technologies critical to U.S. national security.

Taiwan is the United States’ seventh-largest trading partner, and the United States is Taiwan’s second-largest trading partner. U.S. exports of goods and services to Taiwan support at least 200,000 jobs in the United States. In December 2024, the first agreement under the U.S.-Taiwan Initiative for 21st Century Trade entered into force. The agreement covers trade facilitation, customs, anticorruption, and support for small and medium-sized businesses. Foreign direct investment (FDI) from Taiwan into the United States has increased significantly since 2009, with the stock of direct investment reaching $21.5 billion in 2023. Taiwan’s direct investment in the United States is led by semiconductors, manufacturing, and wholesale trade. As of 2021, FDI from Taiwan directly supported an estimated 22,100 jobs in the United States and $2.4 billion in U.S. exports.

Science and Technology Cooperation

AIT and TECRO signed a Science and Technology Agreement in 2020 to enhance scientific cooperation and joint research. The United States and Taiwan engage in joint scientific cooperative endeavors in areas including meteorology, nuclear science, environmental protection, thoracic cancer research, atmospheric research, and public health and preventative medicine. In 2024, Taiwan’s National Science and Technology Council established two IC Hubs in Taiwan to enhance collaboration with the Pentagon’s Microelectronics Commons.

People-to-People Ties

People-to-people ties between the United States and Taiwan are strong and continue to grow. The United States is the top long-haul destination for Taiwan’s outbound travelers. In 2024, the United States welcomed 346,174 visitors from Taiwan, which was a 16 percent increase over the previous year. Taiwan is the United States’ fifth largest source of international students, sending more than 23,000 students to receive a high-quality education during the 2023-24 academic year. The United States also sponsors study abroad opportunities in Taiwan for U.S. students from the high school to post-graduate levels, with a particular focus on Mandarin language learning. Since 1958, the Fulbright Program has supported 2,600 individuals to study and teach in Taiwan and 1,900 to come to the United States. In 2024, 200 American Fulbrighters taught English, studied, or conducted research on Taiwan and 75 Taiwan Fulbrighters came to the United States. In December 2020, AIT and TECRO, with participation from the U.S. Department of Education, launched the U.S.-Taiwan Education Initiative . The main goal of this initiative is to provide increased opportunities for cooperation between U.S. and Taiwan institutions in bilingual education and other academic exchanges.

Taiwan’s Role in the International Community

The United States will continue to support Taiwan’s meaningful participation in international organizations, including membership where applicable. Taiwan and the United States are members of several international organizations and bodies, including the World Trade Organization, the Asia-Pacific Economic Cooperation forum, and the Asian Development Bank. In June 2015, AIT and TECRO established the Global Cooperation and Training Framework (GCTF), an international platform that expands Taiwan’s international engagement, strengthens its ties with other countries, and advances shared foreign policy objectives. Under the framework, Taiwan, the United States, and other partners leverage expertise to develop and strengthen national capabilities in diverse fields from disaster relief to supply chain resilience. Japan, Australia, and Canada joined GCTF as partners in 2019, 2021, and 2024, respectively.

Foreign Representation

The American Institute in Taiwan performs citizen and consular services similar to those at diplomatic posts.  The Department of State maintains a contract with AIT and funds a large part of AIT’s operations.  Sandra Oudkirk is the Taipei-based AIT Director and James Moriarty is AIT’s Chairman.  Other key personnel are listed on AIT’s website.

Taiwan maintains the Taipei Economic and Cultural Representative Office in the United States (TECRO) in Washington, DC.  Taiwan has representation throughout the United States through Taipei Economic and Culture Offices (TECOs).

Economic Relations

Taiwan is a highly advanced economy producing an estimated $786 billion in goods and services in 2021.  The United States and Taiwan have deep and growing commercial, financial, and trade ties, which advance U.S. interests and help create economic opportunities in the United States.  Since 2020, the United States and Taiwan, under the auspices of AIT and TECRO, have held the Economic Prosperity Partnership Dialogue to enhance economic and commercial ties, including supply chain security and resiliency, investment screening, health, science and technology, and the digital economy.  The Department of Commerce launched the Technology, Trade, and Investment Collaboration framework with Taiwan in 2021 to provide a platform to develop commercial programs and explore actions to strengthen critical supply chains.

Taiwan is the United States’ eighth-largest trading partner, and the United States is Taiwan’s second-largest trading partner.  U.S. exports of goods and services to Taiwan supported an estimated 188,000 American jobs in 2019.  AIT and TECRO have a Trade and Investment Framework Agreement (TIFA) and recently resumed regular TIFA Council meetings.

Taiwanese cumulative investment in the United States was nearly $137 billion in 2020. Taiwan’s direct investment in the United States is led by manufacturing, wholesale trade, and depository institutions.  These investments directly support an estimated 21,000 jobs in the United States and $1.5 billion in U.S. exports.

Science and Technology Cooperation

AIT and TECRO signed a Science and Technology Agreement in 2020 to enhance scientific cooperation and joint research.  The United States and Taiwan also engage in joint scientific cooperative endeavors in areas including meteorology, nuclear science, environmental protection, thoracic cancer research, atmospheric research, and public health and preventative medicine.

People-to-People Ties

People-to-people ties between the United States and Taiwan are strong and continue to grow.  Through 2019, travel for business and pleasure from Taiwan to the United States had increased 70 percent since Taiwan became a member of the U.S. Visa Waiver Program in November 2012.  Taiwan is the United States’ seventh largest source of international students, sending more than 20,000 students to receive a high-quality education each year for the three decades leading up to the pandemic.  The United States also sponsors study abroad opportunities in Taiwan for U.S. students from the high school to post-graduate levels, with a particular focus on Mandarin language learning.  Since 1957, the Fulbright Program has supported 1,700 individuals to study and teach in Taiwan and 1,600 to come to the United States.  In December 2020, AIT and TECRO, with participation from the U.S. Department of Education, launched the U.S.-Taiwan Education Initiative.  The goal of this initiative is to provide increased opportunities for more Americans to teach and study in Taiwan, and for more Taiwanese to pursue education and Mandarin teaching opportunities in the United States.

Taiwan’s Role in the International Community

The United States will continue to support Taiwan’s membership in international organizations where statehood is not a requirement and encourage Taiwan’s meaningful participation in organizations where its membership is not possible.  Taiwan and the United States are members of several international organizations and bodies, including the World Trade Organization, the Asia-Pacific Economic Cooperation forum, and the Asian Development Bank.  In June 2015, AIT and TECRO established the Global Cooperation and Training Framework, a platform for showcasing Taiwan’s technical expertise to the world.  Under the framework, Taiwan and its partners offer technical trainings in fields as diverse as public health, supply chain resiliency, energy, women’s rights, and disaster relief.  Japan joined the GCTF as a global partner in 2019 and Australia joined in 2021.

我一直不願意寫這一篇, 原因是我發現, 連我一些獨派的老友 [他們才是真獨派不過他們從不以真獨派自稱] 都沒能真正好好地與完整地閱讀與了解底下這一段在2/13/2025出現在國務院官網的文字:

由於我那些獨派老友只注意到Marco Rubio領導下的國務院官網中的 "U.S. Relations With Taiwan" 原來的 "we do not support Taiwan independence" 這幾個字被刪除, 而雀躍不已, 他們誤以為華盛頓已為 "台灣法理獨立" 開了綠燈, 有人竟因此呼籲William採取一些措施來回應或呼應, 包括訪問華府等, 有些以 "真台獨" 自稱的老友當然也向William提出建議, 但隨即就有一個前深綠的柯痞黨立委出來說, 她料準William不敢也不願採取行動.

William當然不可能如他們所願, 如此一來, 他們又會對William的 "沒有作為" 更加失望, 甚至因為更加失望, 而對他起了仇怨, 把William與TIW劃上等號, 這樣一來, 我這些老友之中的某些人又找到一個理由, 來合理化他們去同情或擁抱 "柯痞黨" [現為與支共/ 支共在台同路人合謀亂台與毀台/ 為支共併吞台灣鋪路的台奸黨---"黃丑黨"] 的行為.

David得請我的獨派老友與鄉親注意國務院官網上這一段文字:

"We oppose any unilateral changes to the status quo from either side." 這一段排除了獨派鄉親與朋友片面宣佈台灣法理獨立的可能性.

"We expect cross-Strait differences to be resolved -------in a manner acceptable to the people on both sides of the Strait." 這一段文字 (i)給了老共與支那人對台灣前途的解決 "發言權" 與 "介入權", 等於堵死了獨派鄉親與朋友片面宣佈台灣法理獨立的可能性; (ii)在下一次赤藍黨/ 赤黨/ "黃丑黨" 在總統大選勝出/ 建立了 "聯合政權" ( "北京在台灣的傀儡政權") 時, 就是我台灣族人/ 台派的末日 [這段文字其實是在重申上海公報那一個很可怕的條款---"The U.S. side declared: The United States acknowledges that all Chinese on either side of the Taiwan Strait maintain there is but one China and that Taiwan is a part of China. The United States Government does not challenge that position. It reaffirms its interest in a peaceful settlement of the Taiwan question by the Chinese themselves." ]

由於國務院官網這個新訊息其實對我台灣族人/ 台派不利, 所以, 我就遲遲不肯對我的獨派朋友與鄉親說真話, 我深恐又得罪另一批獨派的朋友與鄉親. [大家應該知道或記得, 我因在 "TIW的博士論文與學位爭議" 一事上, 保持中立, 也在 "幾名老友vs.TIW" 的爭端上, 保持中立, 因而被幾名自稱 "真台獨" 的 "前綠" 朋友不滿或痛恨.] 

現在我選擇說真話, 希望我的獨派朋友與鄉親不要以為我是存心在大家的興頭上澆冷水, 並因而對我不滿. 我的用心跟幾年前 "喜樂島聯盟" 的提案出現時一樣: 我希望大家知道, 我台灣族人解決台灣前途的時機尚未來到, 華府也還沒有為我們開綠燈, 大家不可逼迫William現在採取行動, 如此, 才不會再因埋怨或不滿William的 "不作為" 而指William 為 "反台獨" 或 "假的務實台獨工作者",  因而種下台灣人再度分裂的因.

我有一名以 "真台獨" 自居的老友對國務院最近這項行動做了過早的結論或做了非專業的或過度的解讀. 為了避免讓他覺得不舒適, 所以, 我決定不挑出來評論.

在國務院的官網出現這項新訊息 [//We oppose any unilateral changes to the status quo from either side. We expect cross-Strait differences to be resolved by peaceful means, free from coercion, in a manner acceptable to the people on both sides of the Strait.//] 之後, 我一直想: 這是誰出的主意? 這事有經過Marco Rubio拍板定案嗎? 若是, 那可真令人費解.

等我有了答案, 我再來跟鄉親報告.
