I would like to know if it is possible to restore via bconsole without being logged in as root, thanks

You can start bconsole as any user. However, in a default installation,
the configuration file /etc/bareos/bconsole.conf is only readable as
user root or users in the group bareos.

You can either add your user to the group bareos. However, this gives
him also permissions to other files, that are not required.
Adapt the permission of this file to your need or just copy it for the
user and access it by

bconsole -c <PATH_OF_A_BCONSOLE_CONF_FILE>
