network transfer rate is faster with level incremental than with full level

...just curious... discovered that a job which is running at Level "full" is half the speed of a job with Level "incremental" ON THE SAME DATA

... a 100 GB file.....

is this by design? does it work differently between the levels? Can i look into some optimizations?
