Dear Comrade.

An organisational update on different issues of Bank Retirees.

The necessity of offering an organisational update, apart from issuance of circulars on a regular basis, has been felt necessary in view of various misleading posts of recent times in social media on issues pertaining to the interest of Retirees. Members are requested to note

1. Three happenings took place in quick succession -- Meeting between AIBPARC leaders and Hon'ble Union Finance Minister on 19 June, 2023; the communication of Government of India on 21st June, 2023 to RBI advising approval for a notional increase of 10% in Pension plus Dearness Relief for Pre- 1.11.2017 retirees with actual benefits being payable w.e.f 12.06.23 and formation of a committee by the Ministry of Finance to look into the issues of SBI Pensioners vide order dated 14 June,2023 consequent upon Hon'ble Delhi High Court's observations.

2. Although the contexts of the above noted happenings are altogether different, certain posts mingling partially correct information with fiction and imagination found a  favourable ground in the social media (mainly Whatsapp) giving such information as to create restlessness in the minds of members. In the given situation, the members are once again requested to rely upon organization's circular which are sent on a regular basis at the email and WA of all the members of the Governing Council

3. We have issued a detailed circular (vide 46--23 dated 21.06.23) wherein the proceedings of our dialogue with the Hon'ble Union Finance Minister have been reported. We re-iterate that all the pending issues affecting the interest of the Retirees have been placed orally and a written memorandum has been submitted requesting for quick resolution of all the issues. Our views have been patiently heard by the Hon'ble Union Finance Minister and necessary directions have been passed on to the high ranking officials of the Ministry who had also remained present in the meeting and also to IBA through the officials present.

 We got an indication that the issue of 100 per cent DA neutralization to Pre-November 2002 Retirees would get a favourable and logical conclusion soon and IBA would also be asked to examine all the other issues mentioned in the memorandum and tell their views to the Government at an early date.

4. Consequent upon our holding the discussion on 19 June, 2023, we have reliably learnt that the highly placed officials of IBA visited the Ministry of Finance twice within 15 days and held discussion on issues mentioned in the memorandum. Depending on the turn of events, we expect a favourable forward movement.

5. As for our declared Action Programmes, we have already informed the successful completion of the first phase and the second phase will start in the current month. The most effective tool of sending on- line memorandum to various authorities will be launched on a convenient date which is under  finalization of the same, detailed communication will go to members/ affiliates.

6. Our attention has also been drawn to certain posts informing fabricated developments in the popularly known M.C.Singla case pending before the Apex Court on pension updation. After several adjournments in the past on various grounds, the next date of hearing has been tentatively fixed on 18th July, 23. Our Affiliate, ARISE, as an Impleading party is engaging a Senior Advocate to argue the case. We are closely following up the matter and shall inform of the developments in due course.

1. DFS was forced to appoint a committee to  look into the issues of SBI pensioners after directions from Court and DFS is required to submit its report to Court on 31.07.2023. Either retiree's associations of PSU banks or unions do not come into picture.
2.  Except 100% DA issues of SBI pensioners are different from PSU bank pensioners.
3.  SBI pension issues are not part of BPS. But  Associate Bank Pensioners, though now SBI pensioners. are covered under BPS.
4. If FM can directly instruct DFS officials and IBA to implement PSU Bank pensioners demand, why FM appointed a committee for SBI pensioners?
5.  Knowing IBA for past 20 years it would be difficult to accept that IBA is running to DFS to implement demands submitted by AIBPARC. It is little far-fetched. If it is correct will IBA submit to the court on 18th July that updation issue is under consideration?
6. IBA was included in the committee so that IBA can brief the committee on the cost of Updation in PSU Banks and financial implications  of introducing updation and 100% DA  in SBI on PSU Banks. One must remember that a few years Back UPA govt also consulted IBA while considering Updation in RBI and IBA gave a negative report.
7. As for as speculation by Pensioners:
Two days back a Whatsapp report claimed after submission of representation by Pensioners SBI chairman met DFS and discussed retirees issues and FM response was favourable.
Now AIBPARC claims after its submission of memorandum. IBA chairman visited DFS twice and discussed issues mentioned in the memorandum.
But both failed to attach any documents to prove their claim.

Dear friends,

Even if IBA suggests to complete BPS at the earliest, the working employees unions and associations will not agree. They want to delay the settlement, for collecting  more levy from members. This is the case of retiree bankers'  associations. The present status of pension updation issue was triggered by the speech of FM three years back.
If it happens, every associations will claim the credit.

Send all  the so called  inefficient leaders of I.B.A.  &  U. F. B. A.  to Himalayan hills to meditate rest of their lives,  to gain knowledge of solving problems of pensioners. Tq
