ALL INDIA CONSUMER PRICE INDEX NUMBER FOR INDUSTRIAL WORKERS (AICPIN-IW) 2016=100,FOR JUNE’23. ____________________________

As per release made by Labour Bureau, Ministry of Labour and Employment,Govt. of India,today the All India Consumer Price Index Numbers,for industrial workers,for June 2023  (AICPIN-IW) 2016 = 100  stood at  136.4 points, with an increase  of 1.7 points,compared to May'23 figures as  follows:

  Base year 2016=100.. 1960=100    

April'23. 134.2.    8822.12

May’23.  134.7.    8854.98

June'23. 136.4.    8966.74

Thus the average index for the above quarter comes to 8881 points.

As such there will be increase of 44 slabs in  DR payable for next half year ie:from  1^st August'23 to 31^st. January'24.

Where as it is mentioned above as 44 slabs.

Which one is correct ?

36 slabs for those in service whose DA is revised once in every 3 months while 44 slabs is for pensioners who get the revision once in 6 months.

Your question is apt and same  may be in the minds of all retirees.Answer may not be  so simple.

One can observe and learn from ISRO how our  Chandrayaan-3 mission to Moon will proceed in stages and expected time of landing.

But in the matter of Updation of Pension, retirees /retirees apex organisations do not have any idea when it will be discussed at IBA , rathen than  implemented!

Under legal process though delayed ultimately a verdict may come either positive or negative.

Here only certain positive indications, are before us now.One of the long pending issues ie: 100% DR issue has been sorted out last day,benefitting few thousands of senior/super senior citizen pensioners/family pensioners.

Now let us hope that updation of pension benefitting all pensioners /family pensioners in banks too may be sorted out by IBA/UFBU in forthcoming wage negotiation talks.

Some favorable aspects are:  As per MOF/FM the profit of the PSBs in latest FY is good and level of NPA has also came down.Hon.FM has also expressed in open forums on her concern on resolving bank retirees issues (as well as through reply in Parliament.)

We cannot also, under estimate the efforts  taken by all organisations/individuals towards,  in this direction.

It will happen.

Updation is in consideration of DFS.

After getting the report of the Committee 100% DA has been sanctioned.

DFS has not rejected updation in Court but has requested 8 weeks time and DFS has further stated that the issue has been referred to IBA.

Further the court has instructed DFS to hear petitioners during the third week of August and submit a report to court.

DFS will make a decision in this regard shortly.

It may be correct that DFS  has not rejected the demand for pension updation in lok sabha reply, but stated that there  is no clause for updation in Pension Regulation Act, and case is in court. Now the chance for updation  like RBI model is very low. There is a chance for considering a new model, like pre Nov 2002 retirees' recent proposal. EX GRATIA factor / system. Ex gratia  of Rs. 7000/6000/5000/4000/3000/2000 to pre 92/98/2002/2007/2012/2017 retirees respectively.

2005 BPS(8th) cheated pre Nov 2002 retirees.

2015 BPS(10th) cheated pre Nov 2012 retirees by introducing special pay without pension benefits.

Now 12th BPS may cheat pre Nov 2017 retirees by introducing Ex gratia factor in lie of updation. Ex gratia to certain retirees below certain limits to pre Nov 2002 retirees may be a test dose to "Ex Gratia system in lie of updation". Workmen unions may agree it, but managements will give suitable workload pressure to working emploees.
