Three points observed from CHVs speech

1. UFBU has no clarity on formula for updation and other aspects and cost factor.

2. There is no specific commitment to achieve updation

3.  UFBU is waiting for IBA to allot funds for Updation and then they will start discussions.

IBA HAS NO BUSINESS OR WORRY  ABOUT FUNDS FOR UPDATION OF PENSION.

IT IS ON THE LOOKOUT OF BANK'S MANAGEMENT AND BOARD.

LEADERS OF OUR UFBU ALSO KNOW THE FUNDS POSITION OF EACH BANK AND THEY ARE

DODGING THIS AS A REASON OF ESCAPING IMPLEMENTING THE UPDATION.

WE RETIREES  WANT IMMEDIATE SETTLEMENT NOT POSTPONEMENT.

HOPE FOR THE BEST SOON AND IMMEDIATE TODAY ITSELF.

CHV shows no interest on old pensioners.As long as he is in the leadership,we will never get Updation.Even DFS People  giving patient hearing on our demands But this man always talking about money as if he is giving from his pocket.God will punish one day.Our tears will never go waste

Definitely, they are not against retirees.

But, the following are the realities.

As Trade unions, constituents of UFBU

have to take care of the majority of their membership who are under NPS where neither any guaranteed pension nor index linked DA is available. Given the extent of monies that will need to  be

pumped into their Pension Funds by

Banks in order to comply with AS-15

norms in the event of updation, UFBU apprehends that the future wage increases would be severely jeopardized.

Their apprehension cannot be termed unreal or unfounded.

As for Government and IBA, they don't want to spend anything more than what 

is already being done with regular increases in DA since they can't/won't get anything in return from the pensioners. Also, the Old Pension Scheme had become close ended long ago and they are not interested in making any improvement in it that could result in heavy expenditure. We should, in fact, feel happy that in spite of these, Family Pension improvement, 100% DA to pre Nov 2002 pensioners and granting of exgratia happened.

Government tried its best to establish in Court that its annulling the updation of pension in RBI by its board was valid in law but Court held that RBI board was well within its powers to improve the

pension on its own.

Further, while RBI is a small and single set up flush with funds, number of banks is many, big and small with vastly differing paying capacities and this is another big hurdle in getting pension updation which has to be uniform for all bank pensioners.

Pension updation to bank pensioners too may happen.

Ex-gratia is not a solution.

The govt has never told that updation of pension is not possible. In fact they have agreed to consider any proposal agreed by IBA-UFBU combine. The UFBU is reluctant to initiate steps for updation, except offering some lip sympathy. The IBA, of course, as usual is disinterested. The UFBU has the power to bring the IBA to the negotiating table, but their priorities lie elsewhere. The UFBU makes some feeble demands which will not reach the IBA. Unless the UFBU acts forcefully in this regard, nothing will move. We will have to be satisfied with the pea nuts, viz ex-gratia, thanks to the indifferent attitude of UFBU.

On several occasions in the past either  Minister or MOF has clarified  on resolution of our major issues.l

We have also discussed the subject here earlier.

While answering an unstarred question No.866, in Rajya sabha ,on 27^th July 2021,by  Hon.M.P. DR L.Hanumanthaih, on Revision of Pension for bankers who retired after 2000 , then Hon. Minister of State in the Ministry of Finance.,Dr Bhagwat Karad, has given a reply as follows:

Quote:

“In view of pension being a funded scheme introduced on the basis of consensus arrived at between employee unions/associations and IBA, requests for revision and improvement in pension are considered by the Government after taking into account the views or any proposal or recommendations of IBA in this regard.”

Unfortunately IBA-UFBU  could not even discuss  on Updation of Pension so far under previous or recent BPS/JN talks, except regularly  placing the demand under Residual issues without any resolution.

The Minutes dated 8^th March 2024, on above issues,  clearly states the above fact as follows:

“Whereas, some of the issues and demands raised by the Unions could not be taken up for discussions and resolved”

Forget about arriving on any consensus on formula or methodology on revision of pension! Under such a  scenario  how can IBA submit  a proposal to MOF!

We do not know whether strike will take place or not.Any way hope that UFBU may  initiate dialogue with IBA without delay.

Updation of Pension is our major long pending demand.Same too has to happen.

RBI management and Unions were on the same page and governors recommended the updation scheme. Though the previous government rejected it, NDA government finally relented and approved the updation formula due to consistent struggle by employees unions and retirees. But IBA and UFBU have been sleeping for the past 15 years.

UFBU is vocal only in circulars and public events. But in the BPS meetings where it actually matters UFBU remains silent. Strike will not help us in any way if UFBU includes updation a long pending issue as a misc  item and one of 25 demands.

If my knowledge in the matter is right, GOI had to relent after the Court finally upheld the powers of the RBI Board to improve the pension of its pensioners without referring the matter to GOI and getting their approval.
