Sister Nirmala Sitharaman,
Hon'ble Finance Minister,
GOI, New Delhi
Respected Sister,
BANKS PENSION REVISION
MAKE IT HAPPEN
OR
DECLINE IT, MAM !
The Bank Pensioners, having full faith in you and belief in your
words, have been waiting for a long time for "one rank-one pension" in
Banking, who are now suffering from the fear that some grave untoward
incident may happen to them in days to come. They are apprehensive,
IBA's linger on policy and the unions' hostile approach against
Pensioners can disturb their apple cart, distort the RBI pension
revision methodology & shatter the long-standing aspiration of
pensioners to get justifiable revision as in RBI.
It is the "Amrit-kaal" of India's freedom. The vision of the Hon'ble
Prime Minister and the dedication of the people will make India free
from fear, hunger, diseases etc. and will make it a developed country
in the world. It's the dream to resurrect to the status of ancient
'Vishwa Guru.' This is the dream of the people of this great nation,
which must come true.
You are well aware of the plight of Bank Pensioners. By going a step
ahead, you have strengthened the sagging morale and confidence of the
pensioners, instilled new hope, expressed sympathy on the plight of
the pensioners and appreciated their contributions. Told the
executives not to ignore and leave pensioners on their own condition.
You also told your desire to the executives that you want the ideal
situation of One Rank-One Pension in Banks as in Defense Sector. It
all were the dreams that we saw live in your words.
But, it is two year since you said & intervened, no progress is
visible in pension revision matter. Even after your intervention, no
any outcome, is a matter of concern for the pensioners. Nothing is
clear what's the Banks, the IBA and the DFS executives are thinking
and doing in this regard, though the matter is quite simple & clear.
The Government has updated Reserve Bank's pension till 31.10.2012 with
effect from 1.3.2019. The same decision is to be taken by the
Government in respect of other Banks. But, the IBA is not giving it's
formal proposal to the Government. It's somewhat unbelievable and
unbecoming as well that your intervention and advices are not adhered
to!
It is pertinent to mention here that the Pension Settlement in
Reserve Bank was done in 1990 and on the same basis, the Pension
Settlement of other banks on the same terms was done on 29.10.1993.
Since pension in Reserve Bank was implemented from 1.1.1986, hence
Pension in other banks was also brought into effect from 1.1.1986.
Now, other Bank Pensioners aspire and entitle to pension revision with
effect from 1.3.2019, as of RBI, but is in a state of indecisiveness.
Cause of justice warrants, Bank Pensioners are given their due even at
this belated stage. No more- no less, but equality! The RBI Pension
Scheme is the bed-rock of Banks Pension Scheme. The revision may
please be done strictly on RBI line to avoid any conflict in this
regard and served the cause of justice.
We seek your further indulgence in the matter with a request to please
tell the authorities below to move effectively to resolve this problem
at their earliest. Please lend your support to ensure justice and no
more sufferings on this count.
Respectful Regards
(J. N. Shukla)

UFBU, BANKS, IBA, DFS,
RETIREES' UNIONS,
ALL THEY WANT MC SINGLA
SLP QUASHED IN SUPREME COURT
TO GET RID OF PENSION REVISION!
Indifferent attitude of UFBU unions regarding pension updating, inept
handling of Pensioner Unions, conspiracy of Banks-IBA- DFS alliance,
the sympathetic statements and assurances of the Hon'ble Finance
Minister proving to be meaningless and hollow, the courts accepting
the facts, evidences & circumstances, but still instead of giving the
verdict, the petitioner being again directed to represent to the
management - something it is like handing the goat back to the
butcher- these are some of the circumstances which raise one question
after another as to how many hurdles and difficulties a lone
pensioner, that too at the slack of his age, is facing to get his
right & entitlement?
1986 and today 2022, we are aware of an age. The banking trade union
era has also crossed 76. Went from the era of court proceedings to the
era of bilateral talks and the situation now is strange. Earlier the
stubbornness of the management used to push the unions in the courts
and today the management and unions together are pushing the
employees, officers, pensioners to the courts.
Unions were formed to fight the management. The Bankmen never imagined
that they would one day have to fight with a coalition of
Management-Unions. Obviously, the Bankmen have neither the machinery
nor the resources to fight against this almighty alliance. There is
also no time to mobilize effective mechanisms and resources for this.
The unions did not remove any of the distortions, whether it was in
pension or in wage pacts. Someone stood alone in the courts and fought
for them. Though someone fought alone, but the benefits reached to all
similarly place Bankmen.
Even today people are embroiled in courts at various places. All the
cases are for common causes, but the fight has been alone. People are
standing outside being a spectator. No one is ready to come forward
and help. It's a pity when we see M.C. Singla's SLP pending in the
Supreme Court, which is purely for pension revision demand, no
pensioner Union, i.e. AIBPARC-AIBRF, is ready to go ahead and implead
itself as an interested party even though they have substantial
economic potential. If the economic capacity is weak, then on their
appeal, pensioners are ready to contribute lakhs of rupees. Knowing
all this, their standing at a distance is like standing away of the
operating Unions/ UFBU and saying:
“The long pending demand of
pension updation is to be
fulfilled and surely to be
achieved, but it will take
some time as we are
surrounded by adversity."
We asked the one question to UFBU that if this SLP is rejected in the
Supreme Court then how will they get the demand for pension revision
fulfilled? We have asked the same question to the Honorables of
AIBRF-AIBPARC. As is well known, the highheadedness of leaders of
these organizations make them feel disgraced to answer the big
questions from the ordinary Bankmen. Here, we find AIBRF & AIBPARC
along with UFBU, IBA, DFS, MOF standing clubbed in the Supreme Court
against SLP in question. Their motive is one and only one to get SLP
quashed to get rid of pension revision for ever.

“The long pending demand of
pension updation is to be
fulfilled and surely to be
achieved, but it will take
some time as we are
surrounded by adversity."
(10.9.2022)
PRAYAGRAJ, Sept.10:
"I am Allahabad, the cornerstone of the Bank Employees Movement. I am
the State of first 'Bank Employees Union', which has written the
document of the bank employees' movement of the country. I am the
Founding State Organization of AIBEA. I am Uttar Pradesh, it is our
habit to live lazily. My morning is Banaras. I am Sham-e-Awadh of
Lucknow. I am Ayodhya, I am Kashi and I am Mathura of Sanatana. Once
we included Uttarakhand. I am the 'resolution' of 1964 of 'Bilaterizm'
in Banking on which 11 stairs have been established so far. I am
today's Prayagraj. I am the confluence of the Ganga-Yamuna and the
invisible Saraswati. I am the penance place of Maharishi Bharadwaj
Muni. I am the abode of the twelfth Madhavas. I am the Oxford of the
East. I am the epicenter to shake the foundation of British rule. I am
a witness to the indomitable courage of Azad Chandra Shekhar, who
martyred himself with his last bullet, making the soil of Prayag
bloody with his blood, every particle of it became the message of the
revolutionaries of the country. I am the land of respect."
Friends, Venkatachalam might not be aware of the rich and long
heritage of Allahabad or UP. He is inspired by shoe city Agra only.
Hope, he notes that Allahabad is unforgettable land for nation and
people and the undersigned is proud to be of Allahabad.
That is why having come to know that he was coming to Prayagraj, we
wrote in the first paragraph of our mail dated 10.9.2022 addressed to
him as under :
"Congratulations and best wishes. Hope your stay in Prayagraj will be
pleasant and enjoyable. Praying, May Maa Ganga wash away all your sins
and malices.."
Allahabad had to be mentioned a little as above, because
Venkatachalam, while speaking in an event organized in his
'Mahima-Mandan'/ 'glorification' mentioned 'Allahabad' in sarcasm.
Those who have no history are jealous of the others history. Those who
have no pride are jealous of the pride of others. And, those who don't
know his father, they suffer from the guilt of having no father. In
English it is called something like bastards. Sarcasm on Allahabad is
like that for them.
It was his anguish, which he did not hesitate to express, about the
issues of bank pensioners and working bankers.
The wound was fresh. Our mail arrived at 9.37 on 10.9.2022, when he
was swinging in imaginations, as to how was he going to be
felicitated. The English and Hindi versions of this mail have already
been circulated. If you haven't read it, read it first so that the
whole situation can be understood properly.
Here, it is necessary to mention two important developments of the
recent past as an example. The first incident was Venkatachalam's
address at the Maha Gujarat Bank Employees Union, Ahmedabad in which
he cursed the bank pensioners for more than 14 minutes and the second
incident was the general body meeting of all Pensioner Unions of
Ahmedabad in the same Ahmedabad city on 28.8.2022. A 48-minute speech
by Bandlish addressing Pensioners totally go ridiculing Pensioners.
Here we shall not comment on their speeches again, for we have already
done that. All we would like to say is that on these occasions both of
them cursed the bank pensioners badly, thrashed them for going to
courts, social media, funding propositions and ridiculed seniors,
super seniors in unbecoming terms and terminologies. They were
trampling the pensioners like IBA, management's lawyer.
We thought that he would repeat the same thing in Allahabad also and
there was befitting arrangement to repulse any such attempt, but by
the grace of God, such an opportunity did not come and no untoward
incident happened. If the pensioners were to be blamed anyway, there
was potential of 'Rang Mein Bhang'. He might had it realized and
feared it too. Or, it may be that the changing scenarios around
pension have forced him to change his earlier views and take up a new
role. He is known for changing colour more better than chamelians.
Speaking in his "Mahima-Mandan" program, without naming anyone, he
said something like this in relation to our day to day VOICE in the
the pensioners' issues:
“The long pending demand of pension updation is to be fulfilled and
surely to be achieved, but it will take some time as we are surrounded
by adversity.
"In order to eliminate discrimination in fund management of pension
funds, which are not giving the actual benefit of pension, restoration
of old pension in place of NPS is the last resort and we have to fight
for that too."
He was quite cool & composed. Was it real or a strategic ploy, it will
be too early to comment upon. But, he didn't repeat Ahmedabad. Same
way he appeared in Lucknow on 11th September.
WARNING:
All Activists, Bank Employees - working and retired, their Groups,
Associations etc. should not go by the above quoted statement of
Venkatachalam. Bankmen be careful. He is the man to make such
statements from time to time to reduce the tension and distress. This
may be an attempt to divert Bankmen attention. He is in deep despair,
under stress, because every day he is being exposed and his
credibility is being eroded, his empire is trembling. He is running
away from reality. He has become "kimkartavya-vimoorh". He is not
hesitant to deceive even his henchmen. All his words are bundles of
lies. He is trying to please the angry and aggrieved working and
retired Bankmen with false assurances. He has no explanation for his
failures. He has run away from the struggle and knows that he is not
in a position to achieve anything. All his organizations are crumbling
& fighting a war of supremacy among themselves. The bigger the fund in
the union, the bigger the fight. He is engaged in protecting himself
by engaging all others in beast f his people head logging.
Yes, We Will Win. It's our tag-line. Continue your dedicated
endeavours that will never go waste. Defeat their divisive approach by
all force. Stick to RBI revision. Fight back the dogmatism of funding,
hold the pragmatism of revision.

IT WAS DHARNA,
NOT A CROW-CROWDS
Dear Bro/Sister Pensioners,
√PLEASE AVOID CONFUSION.
√IDENTIFY MAIN ISSUES
CORRECTLY.
√DEBATE ON FUND POSITION IS UNDESIRABLE, HENCE AVOID.
√NO REVISION CLAUSE IS
BASELESS IBA-UFBU EXCUSE
√PENSIONERS & WORKING
PENSIONERS ISSUES ARE:
√PENSION, D.A. & PERIODICAL
PENSION REVISION
✓✓DISCIPLINED & SERIOUS
A C T I O N S N E E D E D
There are some basic things that every responsible bank pensioner and
working bank employees should take as a precautionary note. The
biggest need is to avoid self confusion and save others. Confusion is
a big garbage, which creates infection among us, makes our thinking
ill. Present facts and figures responsibly. Do not share any post
without reading and without its official authenticity. One more thing,
those who issue the post must give their name, place and mobile
number.
Secondly, the identification of the issues is important, not the
interpretation. It should be understood that in few words the nature
of demands is easy to understand. From the point of view of counting
the number of issues, one should avoid making the same issue as many
issues. For instance, on the lines of RBI, pension revision and
reforms is a full-fledged subject. It contains 100% DA. Neutralization
and central pension reforms are covered, including the issue of
equality.
In fact the followings are the four major demands of bank pensioners:
✓ Pension Revision & reforms on RBI On Line.
✓ Minimum health insurance at the cost of the bank.
✓ Other benefits including pension on
Special Allowance.
✓ Pension option to the Retirees.
What is the need to convert these four demands into fourteen demands?
These demands are clear, precise and complete.
Two videos of 9 and 11 minutes have been seen related to the sit-in
Dharna of AIBPARC on September 26, 2022. Some photographs have also
come. The effort was big. AIBPARC considers itself as a big
organization. Many other organizations were supporting the dharna.
Accordingly, the number of participants should have been bigger.
Secondly, seeing as if it was something like crow-crowds, everyone
seemed eager to stand up and go back just performing the rituals.
Somebody is speaking from Dias, but people were not listening to him.
People were seen standing & gossiping.
The enthusiasm of giving video bytes was amazing. Everyone was driving
in his own gear. If someone was talking about a pension fund of 3.25
lakh crores, then otherone was telling that there would be a burden of
3/4 thousand crores on pension revision, then someone was telling the
income of the pension funds. Somebody said, the current pension fund
is capable of pension revision. These things had no logical basis and
were not even necessary. Somebody was saying that the pension fund is
ours. These are all baseless things. In case of dharnas,
demonstrations, rallies, strikes usually the General
Secretary/President of the organizing organization/s gives a press
release or video byte. The rest listen to them calmly. The issues of
dharnas, demonstrations, rallies are very clear and they are measured
and precise. Here everyone seemed to be a jurist, chartered
accountant, economist and skilled politician, but none a trade
unionist.
Pensioners are entitled only to pension, D.A. and pension revision
from time to time. The fund is a managerial arrangement and since it is
the regulatory obligation of the banks to keep the fund serviceable
for pension, they conduct actuarial calculation of pension funds on
31st March every year to maintain it relative to the current pension
liabilities and in the fund. The shortfall is given by the banks from
their profit and loss account.
The most unfortunate scene showed that on the call of a local, New
Delhi, organization some of its people went with the intention of
opposing this dharna by tying black ribbon. There was a demand of this
organization that AIBPARC should announce its severance with AIBOC and
UFBU in this dharna. This organization is victims of it's failures,
runs in frustration. It does not tolerate the success of others.
Probably no one took notice of their black ribbon protest and these
people too remained silent.
It was a dharna in the name of pensioners. To cooperate or not to
cooperate was a matter of the discretion of the other organisations.
Organizations like AIBRWA, FBPA, MISSION KUBER, NOBW, AIBOA, BMS and
others gave their moral support, cooperation and participated. AIBRWA
General Secretary RS Sharma also addressed the dharna. But, going in
dharna by tying black ribbon in protest was a lousy act. It was the
goodwill of the organizers that they did not thrash & flush such
people out.
Big events are needed in Delhi. Relay hunger Dharna should be the next
step. Unless there are long drawn programs, the solution to the
problem will remain a distant dream. AIBPARC should seriously consider
this and fix a program of relay hunger Dharna lasting for a long time
and all organizations should actively participate and cooperate in it.

The Supreme Court yesterday decided to set up a committee to form an All India Association of Taxpayers, which will be the largest association in the world.
No government, however ruling, can announce free electricity, free water, free distribution or loan waivers for their implementation without the approval of this body.
Since the money belongs to our tax payers, taxpayers should have the right to monitor its use.
Political parties will continue to lure the public with free distribution of votes, as it benefits them. Before any scheme is announced, the government should get the approval of this organization by giving its blueprint. This should also apply to the salaries and other fringe benefits of MPs and MLAs.
Is democracy limited to voting? What rights do we taxpayers have after that?
Taxpayers should also have the right to hold MPs, MLAs responsible and take disciplinary action against them for obstructing the functioning of Parliament. They are all "servants", paid for by taxpayers.
Any 'freebies' like Right to Recall should be implemented soon.
If you agree please reach out to as many people as possible. To do this, share the post.
Send it to at least 10 of your friends.
Please share this message to go viral. 🙏

OPEN LETTER TO:
SRI S.K.BANDLISH,
CONVENER,UFBU
& CONSTITUENT UNIONS:
Will you, Bro. Bandalish, and your coterie explain on what grounds you
all have been beating the drums about the paucity of funds for Pension
Revision, when the IBA affidavit in Hon'ble Supreme Court in M. C.
Singla case does not mention the paucity of funds at all as the reason
for not giving pension updation? IBA in its affidavit has clearly
stated that pension revision cannot be claimed as there is no
"updation clause" in the Pension Regulations, 1995.
Why don't you expose the falsification of IBA and state that the
original/amended clause 35(1) of the Pension Regulations, 1995 is
there from the first day of the pension coming into force and has been
complied with? Why don't you ask from IBA, whether clause 35(1) exists
or has been repealed from the Regulations, 1995? If repealed, please
ask them to furnish the details of the Gazette notification.
If it has not been repealed, it is for all lawful purposes as in the
Regulations, 1995, existing and stand effective. Also, if RBI, CCSR
has no meaning in the context of our Pension Scheme, why are they
mentioned in the Pension Regulations, 1995?
The deep silence of you people regarding the Supreme Court case is a
matter of deep concern to the pensioners. By doing this all the unions
of the United Forum have stood in favor of IBA.
Even earlier, we have had sent an open letter to you regarding the
concerns of the pensioners, urging to take the Supreme Court matter
seriously and persue pension revision case, on which none of you have
taken any action.
Our question remains unanswered even today that if Singla's appeal in
the Supreme Court is dismissed, what will be the fate of pension
revision?
However, now it is clear that you all want to distance yourselves from
Singla case and give free passage to IBA to go unopposed in appeal in
Supreme Court and IBA is now bent upon throwing dust in the eyes of
Supreme Court and says that there is no updation clause in the
Regulations, 1995.There is no whereabouts of the Committee Report and
you guys have remained in companionship with the IBA.
Pensioners are unaware of your strategy in this regard. None amongst
you revealed anything. Apparently, whatever is visible that confirms
that let what may come, you would remain with IBA.
It's very obnoxious stand, as a trade union with far reaching
ramifications & irreparable consequences affecting large contingent of
retired fraternity. We once again appeal to please review your stand
in this regard and take necessary steps to guard the interest of
pensioners.
Greetings,
(J. N. Shukla)

WHERE THERE IS STRONG WILL,
THERE IS VICTORY......
The problems faced by the bank employees are so many that it is
becoming difficult to decide which problem to start with. One thing is
clear that there is no substitute for organization. It is important to
save the organization at all costs. The organization itself determines
the course of struggle and reform.
Organizations have institutional importance. No organization is wrong,
it's stated objectives are welfare. When the organization deviates
from the stated objectives, problems arise and it arises out of
deviant, incompetent and dishonest leadership. The command of any
institution or organization should never be in the hands of dishonest
and unscrupulous persons. The problems of the bankmen is the
leadership of the unions to be in the wrong hands.
The bankmen associated with the organization, are also responsible for
this situation. They chose the wrong men as their leader. The failures
of the leaders, their mistakes and corrupt practices were not
constantly ignored but stamped to be right. Gradually the leadership
became obstinate and so autocratic. Today leaders have become Gods in
themselves. They have been proving wrongs as right and people are
silent in fear. This situation creates authoritarian tendencies among
the leaders. A chain of sycophants has been formed from bottom to top.
The supreme leader of the organization is the octopus and the
sycophants are his paws. The octopus is holding the organization with
its claws.
We have reiterated this point many times that earlier people were
afraid of the management, then unions were formed, leaders became
leaders and the organization became a security cover. Today the bank
employees are afraid of their leaders, not the management. Bankmen
remain silent on the wrong actions and decisions of the leaders
because they fear to be cut off by pointing accusing fingers at the
leaders. People are also seeing that those who do such audacity, the
leaders eliminate them with the help of management.
Secondly, when the difference between the union leader and the
management is erased or eloped, the union leader & management becomes
one inseparable, then the backbone of the union is broken and the
management acts arbitrarily, harasses and resorts to terror tricks.
For example, the chemistry of Union and management of Central Bank of
India has to be seen. There was no movement in this bank for decades.
There was management-union alliance and give & take culture. Union
become non-existent. Today, taking advantage of this very weakness,
the management has come down on arbitrariness. Central Bank UNION
never thought to revamp and rejuvenate Union, left it to spineless
yesmen. Management doesn't count President and General Secretary of
the Union. Both are retired. Despite two days of strike, the
management did not budge. And, now the leaders are taking Bankmen of
entire banking on strike to tackle CBI management. In one-day strike
in coming November, the main issue is the Central Bank. In circular
listed problems/ banks are secondary. Leaders are failed to deal & fix
the issues in Central Bank. Notable information is that these two
leaders, President & General Secretary of AICBEF are the General
Secretary & Secretary of AIBEA. Bankmen under AIBEA may draw the
conclusion of their fate. When they are failing in Central Bank, how
they can deliver results at Industry level? They are bad coins trying
to redeem their value. One of them has been in exercise to divide
AIBEA unions, create waring factions simply to retain controlling
position. The question is natural to arise, had there been Central
Bank like problem in PNB, UBI, BOB etc AIBEA would have taken all
India strike decision? Our answer is simple NO.
Netaji being beaten brutally like this and the management pulling his
lungi is like a scene from South pictures.
The ostrich is inexplicably infamous that in the event of a storm, it
buries its head in the sand. There is a continuous storm in the banks
and the bank employees are living 365x24 days with their heads buried
in the sand. In the 10th Settlement, a Special Allowance was carved
out by deducting the Basic Pay, excluding it from the calculation of
other benefits including pension. No employee, officer inquired,
raised query. No resentment, no protest. Demand of restoring of old
pension is attention diverting trick. Same Unions are engaged in
sterilization of old pension!
In the 11th Settlement, the demand was made to merge the Special
Allowance with the Basic Pay, but on the occasion of the Settlement,
the Special Allowance was increased to 16.4%. Pension reduced from 50%
to 41.8%. Then there was no outrage, no protest among Bankmen.
To question leaders is blasphemy.. To question wrongs is treated as
anti- union act. Under this guise, not only today's generation but
generations to come will also bear the brunt. The discussions and
deliberations have come to end. Don't read otherwise, whatever Netaji
says is only truth.
Even today 6 lakh officers/employees in banks are eligible for old
pension. They too will retire tomorrow, will be called pensioners.
Pension optees participate in meetings, conferences, but do not raise
any question on sterilization of pension or non-revision of pension.
Why? Will they not need pension and pension revision?
DA is on the verge of extinction, but no one raises question. No
question on bonus/ ex-gratia while in Rails it continues. The workload
has become unbearable. Bankmen are working till 7/8 PM at night. The
time of customer service is expanded. We will not say anything on the
comparative position of salary and service facilities. Bank employees
may look what are the salaries or facilities in Central, State
employees, Railways and other public enterprises. There is a lot of
risk and accountability in the banking business, it goes without
saying anything.
After all what is the way?
How much more will the bank workers be beaten?
And, how much will they be exploited?
How will they break free from the grip of the octopus?
Will they be able to save their Unions?
Or, will they continue to surrender?
It's time for self-defense,
to protect self-respect,
Gotta stand..
Change is always painful,
If you want to be free from
ills, you have to bear the pain!
BANKMEN MUST RISE UP!
They should ask their local leaders,
till when will they wipe the shoes of big leaders?
They should ask big leaders,
how long will they do the brokerage
of IBA ??
History is written even for cowards. Bankmen have been fighters. They
achieved a lot by fighting, but today the future of all bank workers
is in danger due to the betrayal of one or two leaders.
If telling the truth is rebellion, then that is right, we are rebels.
We call for defiance and boycott of strikes.
The organization is asking sacrifice and fight to survive.
The organization is demanding the return of leaders like Prabhatkar,
Parwanaji, Tarakeswarji etc.
Today, there are brokers not leaders in organizations who are
swallowing up the organization. Push the brokers out, this is the
first need to save the organization.

You are 100% correct. Employees/Retirees may be ready for agitation but not the shivering leaders and that is why now, alas, they are now instructing the Retirees to appeal to the Prime Minister for Pension Revision/Updation. Next move may be to prostrate before the FM, who knows their plan of action ? Forget revision/updation and be happy with what you get now.
