 Transparency and Timeliness: Urgent Concerns Regarding AICPIN Data Publication(2016=100)

 All-India Consumer Price Index for Industrial Workers (AICPIN) data is an important economic measure that affects the cost of living adjustments for millions of industrial workers, bank employees/ pensioners , and others whose salaries depend on CPI changes. For many years, this data was published on a regular schedule. However, since the Ministry of Labour introduced the new 2016=100 index, there have been significant unexplained delays in releasing this data.

A Pattern of Delay

Regrettably, the delays are not isolated incidents. Over the past ten months, the Ministry has consistently neglected its own deadlines. Our organization, AIRBIOPF, along with many others, has repeatedly voiced these concerns to the Ministry, but to no avail.

The December 2024 Data: A Case in Point

The AICPIN data for December 2024 is a glaring example of this unacceptable trend. As of February 10, 2025, this data remains unpublished, well beyond its due date of January 31, 2025. Such delays not only inconvenience those whose livelihoods depend on this data but also raise questions about transparency and accountability.

The Impact

The consequences of these delays are far-reaching. Workers are left uncertain about future wage adjustments, hindering their ability to plan their finances. Moreover, the lack of timely data makes it difficult for unions and employers to engage in informed negotiations.

A Call for Action

As India works towards digitization and technological progress, the ongoing failures in data sharing are particularly frustrating. These setbacks not only slow down development but also damage public trust in the systems intended to promote transparency and accessibility. We have urged the Prime Minister, the Finance Minister, and the Labour Minister by our letters dated February 10, 2025 to intervene to remedy this situation.

The timely publication of AICPIN data is not merely a technical matter; it is a matter of fairness, transparency, and respect for the millions of workers whose wages and pensions rely on this information. Nevertheless, delay in publication of data undermines the credibility of India's statistical reporting system

We request that the Ministry:

  • Adhere to the established publication calendar for AICPIN data.
  • Explain in clear terms and promptly communicate about any unavoidable delays, along with estimated release dates.
  • Acknowledge and address the concerns raised by stakeholders about the repeated delays in data publication.

The continued credibility of India's statistical reporting system depends on the timely and accurate dissemination of vital economic data. We trust that authorities concerned will take swift action to address this pressing issue.

It is indeed puzzling why there is so much delay in computing/releasing the AICPIN figures in the recent past, in sharp contrast to the punctuality observed earlier. If the Labour Bureau comes out with the reasons for the delay, it will help to remove the doubts in the minds of the beneficiaries.


That said, unlike in the very olden days, the DA increases are now uniformly applicable to all government employees including those at the top most level with whose approval, perhaps, these figures are published. So to say, there is little possibility for any manipulation. Still, the delay is very much intriguing and causes anxiety for us.

Rule makers have the power to break any rules. Even GOD cannot change the fate of Bank retirees . Who cares us. The union leaders whom we have elected  are not bothered and they don't have the time to go through the settlements signed by them. But they got powers even to stop  our present pension.
Banks are only to make rich people more RICH.
At least let the Union leaders enjoy their life.

I do not think there is any manipulation, Consequent to shifting base year for calculation of DA there may be some technical problems. Even announcing figures delayed by a few days we will not lose anything and arrears will be paid for the month delayed.
We have to think about  a more important issue.
Who is benefitting from the long pending updation case in SC. 
Now it seems AIBPARC-ARISE is one of the major petitioners. AIBPARC is not disclosing actual status of the case and it is also not known whether AIBPARC is taking steps to get the case listed early.
On the other hand IBA has stalled discussions citing sub judice though SC has not granted any stay.
IBA or UFBU can ask anybody to file a case in court and claim sub judice to stall discussions.
Chances of getting justice from SC is only 10%. It is also uncertain when the case will reach a logical end after review petition and curative petition etc. It may take another 5 years. Meanwhile pensioners lose everyday as IBA and UFBU even if they reach settlement on the updation after a few years no arrears will be paid and many pensioners are leaving this world.
How long can this stalemate continue?  Will AIBPARC shed its ego and offer IBA to withdraw the case subject to commitment on updation?

Perhaps the IBA Authority wants to hush up the exact figure of DA from February 2025 to July 2025, therefore,the inordinate  delay is the main cause of their evil  intention. Untill and unless Our Prime Minister return back from France to India , the question of disclosing the exact figure of DA does not arise. Unofficial sources reveals that DA has been increased by 70 slabs for the next half year starting from February 2025.We do not know whether our Prime minister will be satisfied or not having heard the news of excessive rise of DA....He may say that we are all irresponsible person and do not know the value of zero whether it out before or after an integer You delete zero seventy and declare the DA figure as 7 slab  In my service life such thing happened. An  employee appeared for Scale 11 examination and obtained 7 marks in written examination.The employees concerned had some hob nob with ministry level and employee concerned lodged a complaint.The then Finance Minister on having heard the news of getting 7 marks of the employee, rebuked the chairman stating Put a zero after 7.
