I have submitted an application under RTI seeking the following from Prime Minister's office: 

It is reported in the Times of India dated 11th November 2020 that the Finance minister Nirmala Sitharaman has sounded off banks to do more for employees who retired earlier so they are not discriminated against in terms of pension and the government has also asked banks to review the family pension scheme so that the pension for the spouse is the same as the government.

 

It is also reported in the Hindu Business Line that the Finance Ministers message to IBA and M.D. &CEOs of during her speech on the occasion of 73rd annual meet of IBA that the Govt.is concerned for the Bank retirees plights and advised IBA and Banks authorities to treat the retirees at par with the serving employees as prevailing in Defence service where both serving and retirees are considered one and treated at par.

 

1. Please let me know whether any direction has been given to Indian Banks Association or Banks regarding revision/updation of pension of bank retirees. If so, please provide copies of such direction/and also details of the same.

2. Any approval has been accorded by the government for enhancement of family pension of bank employees. If not yet provided please provide reason for keeping the sanction pending.

I attach copy of reply received. 
I intend to make an appeal, as I feel the application has been wrongly declined. 
What I have sought is only an information  (Whether any direction has been given to IBA/Banks) and they could have replied by saying Yes or No. 
As the reply has not yet been uploaded in the website, I am unable to file on line appeal. Once this is cleared, I shall file appeal.
Comments welcome.

Thank you Mr.Kalyana Sundaram for uploading RTI reply.
I had on 12.12.2020 submitted an RTI to application to DFS asking same questions as raised by you.
In the same application I identified myself as  an Ex employee of Canara Bank and mentioned that
my pension has not been revised for past 20 years and iBA and Unions have not discussed pension revision issue in BPS negotiations in spite of pension revision done in RBI and Nabard.
As IBA does not come under RTI Act, DFS on 21.12.2020 partially transferred my application to Canara Bank under two separate Reg Nos.
I have yet to receive reply from Canara Bank, however DFS vide its letter dated 30.12.2020
has replied to my RTI application which is uploaded here.
Discussing pension revision in BPS and sending recommendations is within powers of Individual Bank boards. If recommendation goes to DFS the same will be considered as it is or changes may be suggested.
DFS stated that PSU Banks have managerial autonomy in  HR matters. So Hon'ble FM has advised IBA and SBI to take steps in implementing pension revision.
But two respected gentlemen have different ideas and are stalling any progress in this matter.

The CPIO is correct.
It is always like this in RTI applications that they will never answer to any question type.
Instead you can seek information by writing  " provide me the copy of directions given to IBA/Banks regarding updation " in a separate application form under RTI

 I have sent an email as follows:

"I am surprised  to receive your letter dated 30 12 2020. 

As I am not satisfied with the reply, I intend to file an appeal. But as your reply (disposal) has not been uploaded  yet in the  portal, I am unable to submit my appeal online. 

Please arrange to update the RTI portal with your  disposal notes. 

You have declined my request stating that what is sought is not information but only queries, clarification and opinion. 

I have not asked for any queries or clarification or opinion. I have asked to provide information whether any direction has been given to IBA or Bank regarding revision or updation of pension.

This definitely falls within the scope of information and you could have replied with Yes or No.

If the answer is affirmative copies could have been provided. 

I find that the  RTI application has been attended to without application of mind. 

I once  again request you to provide the information sought or to upload your reply in the portal, so that appeal can be filed.

The RTI application has been wrongly closed by stating that what is sought is not information.

I have not asked for any queries or clarification or opinion. I have asked to provide information whether any direction has been given to IBA or Bank regarding revision or updation of pension.

This definitely falls within the scope of information and the authorities could have replied with Yes or No.

If the answer is affirmative copies could have been provided.

Please arrange to provide the information sought at your earliest.

I have received the following reply for my appeal: 

With reference to the above, the undersigned has carefully examined the contents of the appeal Registration No. DOFSR/A/E/21/00025 dated 25.01.2021, CPIO’s reply dated 30.12.2020 and RTI application Registration No. DOFSR/R/T/20/02870 dated 22.12.2020 of Sh. S. Kalyanasundaram under RTI Act, 2005 and the records related thereto.
2. I find that CPIO vide letter dated 30.12.2020 has duly replied to Sh. S. Kalyanasundaram and provided the information as revealed by available records. The CPIO is not supposed to create information, or interpret information or to furnish replies to situational queries or give explanation, opine, comment or advise on matters, etc. As such, the reply of CPIO in this regard is in order and do not call for interference by the Appellate Authority.
3. In view of above, the captioned appeal is disposed of.

DFS may not have issued any written instructions to IBA/Banks as there is no proposal as yet from IBA regarding updation. Hence they are not able to provide any answer.
It seems FM speech on Nov 10th was enough for iBA and Banks to act.
