"90.An additional amount will be paid as Ex-Gratia per month to all Pensioners. 

 91. Monthly ex-gratia amount shall be paid in addition to the pension/family pension paid by the public sector Banks including SBI, to pensioners and family pensioners, who became eligible to draw pension on or before 31st October, 2022 including those who retired on 31.10.2022. 

92. Such fixed monthly ex-gratia shall be payable for the month of November, 2022 and onwards during the period   01-11-2022 to 31-10-2027.

Dear Mr Dhond,

This is the  point we have discussed with illustrations,  here, since few months back,while unions mentioned on future DA formula under 12th BPS/9thJ N. for employees through circulars.

Let me clarify:

Two things may happen here in case of pensioners/family pensioners too as in the case of serving employees:

1.Merger of CPI @ 8088 points w.e.f 1.11.22 with basic pay of serving employees.

2.Shifting the CPI series to 2016=100 instead of old base year 1960=100

The same formula will be applicable to retired employees too w.e.f 1.11.22.

1.Notional increase of their basic pension to the extend of  merged points.(8088)

2.DR rate too may be changed as in the case of serving employees.

3.New DR base would be 123.03 as on 1.11.22  and while comparing current rate,( Feb '24)same comes to 138.76

4.At the rate of 1% per point ,current DR, work out to 138.76-123.03=15.73%

Result is pensioners may come under on a single platform with single DR rate as applicable to.employees instead of 8 categories existing now(5th to 12th BPS)

Nice and thank u sir! But in the 12 BPS joint note / settlement, there is no mention of DA merger at 8088 points with basic pension and the new rates of DA, for retirees also.

But this has not happened now. As settlement is signed all issues may left in back burner, unless there is vigorous follow up.

Hope in April 2024, they review the same and take corrective steps.

All our eyes are on the court cases, though there is not much hope.

Dear Sri Mohan, 

There is some confusion regarding calculation of basic pension after DA merger and ex-gratia, in respect of pre 2002 retirees who were only getting tapered/reduced DR upto September 23

and got 100% DR from Oct 2023.

I think for both the above purposes DR has to be applied at 100% neutralisation NOTIONALLY and not the actual DR received. (In the illustrative tables published by AIBEA,  ex-gratia has been calculated like this only).

You have nicely explained  likely scenario for pensioners new notional basic  with merger of CPI @8088 points with effect from 1/11/22  on the basis of 9th Joint note  of 8/3/24.  Is it possible to give matrix  ( formulas) for arriving New Notional Basic  pension from 1/1122 under  ,5th ,6th 7th  Bipartite settlements?

There is no merger of ,8088 points for pre 2022 retirees. Only those who retired after 2022 will have the merger and resultant new DA formula.

For others existing formula continues.

The ex-gratia is on the total pension (adding commutation) as at 31-10-2022.

So there is nothing much to rejoice fir senior retirees.

Ufbu,iba combine have put all retirees issues like updation, da merger etc as residual issues to be discussed in 6 months. Even the exgratia formula is not clear and the implementation is not clearly told. These people are expert in backstabbing and we need not expect justice from them

AIBRF has confirmed that merger of DA@8088 points will not be applicable to those retired before 01.11.22.

This is another shock to Pre 2002 retirees and makes the Ex gratia agreement an eye wash.
