Glad you find our project of interest!
Regarding the license:
Crossbar.io (the software), which is contained in the ‘crossbar’ directory, is under the AGPL v3.
There is no license file on the top level of the project since there are also things like the ‘docs’ folder, where different licenses may apply.
Hope this helps!
Should you think that there absolutely has to be a license file on the top level, then let me know, and I’ll look into how this can be managed.

The LICENSE file here
https://github.com/crossbario/crossbar/blob/master/v1/LICENSE
is for the old "v1" code, which is only still there since we are (still)
migrating code from there. This "v1" directory will disappear in the
near future (and the license there is the same anyway).
