I was a little surprised to see that the M8 signage has borders, but perhaps it was procured and installed before the standards changed?
More borderless signs popping up now. Sorry, the image quality isn't good since they're crops from dashcam video screenshots.--

Also, nearly 90% of the signs on the Princes Highway from Jervis Bay to Ulladulla are borderless, no borderless signs from Bega to Eden, then south of Eden, you'd see 3 or 4 borderless signs

I agree.
If RMS wanted to remove the borders, they could send crews armed
with a sticker to go over it, however I suspect the signs will
remain as they are until maintenance replacements go in. As it is,
there's still thousands of signs with coverplates over shielded
routes in service.
I think given a design has been reviewed and settled, the long
awaited / hinted at second alpha roll out phase might get some
traction
