Proposal: astropy documentation to switch to using pydata-sphinx-theme

I think astropy doc theme switching to use pydata-sphinx-theme is now ready for review. I released sphinx-astropy today and updated the astropy PR: https://github.com/astropy/astropy/pull/14867

That looks beautiful -- took me a moment or two to figure out how to get back to the "old" documentation, so when the change goes live we may want to send out an announcement or add to the appropriate card that it is the "old" documentation.

Thank you all for the very useful reviews and discussions. The new theme is now live at https://docs.astropy.org/en/latest/ and it will be in stable when astropy v6 is released. If you find any problems with the new theme, please open issues as needed.
