Foreground model likelihood

Hello,

I'm interested in getting a better understanding of the foreground model used in astrometry.net (discussed on p 18-19 in the arxiv paper). Is there a formal description of the model written up somewhere? More specifically, I'm wondering how exactly do you compute the likelihood of an observed group of stars given a hypothesis?
