How to quantify CBF without M0 image

Dear Sir/Madam,
Currently, I am procesing pASL data, which is based on Siemens. However, the data don't contain M0 image. So, based on those situation? how to estimate CBF without M0 image? use the average data of time serise as the M0 image?

You cannot get the quantitative CBF maps.  The only thing you can do is to convert the control-label perfusion difference images into relative CBF maps. You can calculate the whole brain mean and divide each voxel by the mean. This scale-free map can be then compared across subjects.
