All – We have additional homework that is due back to County staff by December 3. The specifics are listed below. All the details are in the slide deck (see link below and the PDF attached). For everyone’s ease, I have listed some of the key information in the body of this email as well. I have also included separate PDF files for the two updated priority corridor maps, and pasted snapshots in the email below.
- Draft Modal Priority Networks (revised Bike Map attached and below. Also note the staff comment responses in the attached document – the BAC comments are towards the end of the document.)
- Does your committee/commission think they work towards creating a better transportation network?
- Does your committee/commission think the proposed networks would help people get where they need to go safely and easily?
- Draft policies (Slide 24, 25, 26 in the attached, and copied below. Note that each policies is intended to apply to multiple goals)
- Does your committee/commission think the draft policies support the six endorsed goals?
- Does your committee/commission think the draft policies would create a better transportation future for Arlington?
- (They didn’t ask the question – but are there policies we think are missing, ones that are necessary in addition to these to ensure that the Goals are met?)
1. Create an accessible transportation system for all by eliminating barriers to mobility.
2. Ensure community members are equitably engaged in transportation decision making.
3. Correct historic and existing disparities in the transportation system to improve access and opportunity for community members in the highest vulnerability areas.
4. Develop streets as low-stress, people-focused public spaces that foster community connection, economic opportunity, and everyday interaction.
5. Use the Modal Priority Networks to advance an interconnected and convenient multimodal transportation system.
6. Maintain a state of good repair and service across the transportation network to support the safe movement of people and goods across the county and the region.
7. Evaluate new technologies, tools, and best practices and incorporate those that improve the transportation system and the experience of those who use it.
8. Collaborate with local, regional, state, and federal jurisdictions, agencies, and other interested parties to advance transportation planning and services.
9. Ensure the safe mobility and access of people and goods in the right-of-way.
10. Manage the curb lane and streetscape as a valuable and limited public asset, recognizing its importance to safety, mobility, access, commerce, sustainability, and public life.
11. Support low-impact urban freight operations that reduce congestion, emissions, and conflicts with other users of the right-of-way.
12. Prioritize the reduction and prevention of severe and fatal crashes when developing, funding, and implementing transportation projects to create a safe transportation system.
13. Foster a culture of safe travel behavior for all users.
14. During temporary disruptions such as construction and large events provide safe and convenient transportation options.
15. Couple infrastructure investments with transportation demand management to minimize single-occupancy vehicle trips and emissions.
16. Integrate land use and transportation planning to co-locate growth and development with high-quality, sustainable transportation options.
17. Integrate biophilic principles, street trees, and green infrastructure into the planning, design, and operations of the transportation system.
18. Advance a transportation system that proactively addresses the impacts of a changing climate.
19. Develop a transportation system that provides essential access during emergencies, extreme weather events, and other disasters.
20. Evaluate the progress and effectiveness of transportation plans, projects, and initiatives.
21. Ensure long-term, viable funding models to plan and finance the improvement and maintenance the transportation network.
22. Clearly communicate how decisions are made when developing, funding, and implementing transportation projects and programs.
23 Collaborate with other county departments to further mutual goals in the right-of-way.
- Draft curb lane uses (See Slides 28, 29 and below. The concept presented as that Safety and Modal Priority Network would be priorities in all cases and then the others prioritized depending location).

- Does your committee/commission think there are any curb lane uses missing?
- How would your committee/commission prioritize the curb use categories in different contexts:
- Low-density neighborhoods
- Garden apartment neighborhoods
- High-density mixed-use neighborhoods

Good afternoon AG,
First, a big thank you for joining us last night and the thoughtful input you shared in advance through your homework responses. It was truly helpful in developing the draft policies and draft modal priority networks that will be shared with the community.
We have a lot to cover in this email, so I’ve split it into two sections. “Looking forward” covers our next steps together, and “Looking back” provides links to the content from our last meeting.

All – As we approach a short week, with some much-deserved time off for most of us, I want to encourage everyone to carve out a bit of time to help with the MTP homework. Thanks again to Gillian for this good work.
