Laser cut pattern needed

I am trying to figure out to make a small version of the interlocking foam tiles you see for gyms/exercise rooms.  I have an idea for a game but the boards currently are not held in place by anything.  Anyone have a lesson plan or idea how to approach this?  The boards are currently 12"x12" with 1" grid.  I don't need the interlocking to be deep, just so pieces don't scoot if  the table/or board is bumped.

Can you just use a scroll saw? I make puzzles all the time, and the interlocking part is just free handed

I assume you'd want them all the same so they are interchangeable, so freehand likely would be rather hard.

a puzzle generator is a great idea though, just take one of the bits and copy it all over evenly spaced

I think what you are looking for is a tessellation.  The easiest way to make this is to take a square, modify the bottom line, copy that modified bottom line to the top, modify the left line, and copy the left line to the right.  If you make your bottom / left modifications correctly they will resist sliding in each of the dimensions.  You can then take this new base shape as your unit rather than the original square.  This will result in a bunch of things that have a definite orientation, but can be moved around wherever you want.

The 2 step cutting tessalation from this page is what I was attempting to describe.
