Rubber banding

When attempting to rubber band route only the map moves course line does not.

You most likely just need to click on the symbol with 3 arrows towards the bottom of the map. Then it will rubber band.

Have done that... Did not work... So is why I'm asking the question.

You can only rubber band a waypoint. Can't do it to a line. For line, you need to add a waypoint on/near line segment where you want to rubber band.

Maybe some of us need a more detailed (i.e. a step by step) explanation on how the rubber banding is supposed to work as I've never been able to do anything with it.

Here is a quick video of how I do the Rubber Banding in AvareX.  This is an example of using Rubber Band to plan around an SUA.  Sorry there is no audio as I'm not in a location I can talk.  Also excuse the video quality.  I had to downgrade the video to a size that could be sent here.  Hopefully you can see what I did for Rubber Banding.
