Precautions about creating a new plugin to connetc switch and ansible

Hi, all.
 
I heard that now requesting a namespace from ansible-collection community for placing the new plugin is not a must. We can directly place it in our own repo, as long as the License is compliant.
 
I want to confirm if this is true.
 
If this is the case, I would like to know if there are any other things that need attention to ensure that the plugin we created will not offend ansible community. For example, what kind of CI/CD tool is acceptable? Can we use Jenkins to run local CI/CD?
