Reading NTFS ACL's

From what I've found from searching and tinkering myself, it isn't too easy to read NTFS ACL's from a file path, local or UNC, doesn't matter... am I mistaken on this?

Would this be something better to just cheat and write a PS function to complete what I need instead?

Desire:
Read NTFS ACL's from folder A (Can't for the life of me figure out how to do this properly)

Write NTFS ACL's to Folder B except with only RO flags (Already know how to do this)
