I am trying to understand one galaxy role, i see below line in variable section, i can't understand what is &quot is used for 
https://galaxy.ansible.com/bennojoy/mysql/

   ----> mysql_bind_address: "0.0.0.0"    # The bind address for mysql server

If you check the original readme.md:

You'll see there are real double quotes in places you see "

It looks like an escaping error within the Ansible Galaxy site to me.
