Privilege Escalation issue

We are trying to do some operations on our oVirt hosted engine machines.  They are configured with the DISA STIG (I believe).  We can log into them as root without any issues, but when we use ansible-playbook, we always get "invalid/incorrect password".  We know we are entering the password properly.  Does anyone know if the fact that we're using a STIG for security purposes is causing us to not log into the host?
