Backups are on device only. The system is designed to work 100% offline / local only. For backup (apart from AnkiWeb!) I recommend something like this https://f-droid.org/en/packages/org.amoradi.syncopoli/ to a local server or similar. Just any way to backup your phone (in the same way you should back up your phone photos, yes?)
Your cards are only exposed to other people if you *explicitly* send them (via deck export + send) or *explicitly* share them by uploading them to AnkiWeb as a specific shared deck made public (no way you can do it by accident, no worries).
Otherwise, your collection is yours, and if you never sync with AnkiWeb it will never even leave the device (which could be a problem if you don't have backups then your phone dies, so take care of your data...)
