tooltip after few characters [ angular 6 ]

I would like to have tooltip enabled [angular 6 project ]only if incoming string length > 35 characters and then it should have ... elipses as well, On mousehover it would shown tooltip.

I know ngbTooltip works but it does not get auto hidden, Can we use directive for this   

If anybody has such code or directive would be helpful.
