Two way binding Condition check

hi can anyone let me now i want to check condition with this response value 3 here if i change it to <3 the value  update in api but if i enter >3 the value should update 3 or less then 3 in api  but it is updating whatever value we are enter in the field here i am using two way binding on ngmodel...

let me know the solution
