Laptop overheat , high cpu usage , high fan speed

so , after wanting to play the mobile game "dofus touch" and having a dell latitude e7250 with touch screen , it makes everything perfect
i discovered android x86 for the first time, i was always using emulators on desktop , but my pretty little laptop won't handle emulator well
so i tought that booting an os will perform smoothly, installed as dual boot everything went well , no lag , playing the no heavy game for few minutes only to get the laptop burning...
i uninstalled it , version was The Android-x86 9.0-rc1 released  
i tought maybe because it was first release of the 9.0 before i download and install anything else
i want to know if it is just a problem of android 9 and another os will perform better
the main idea of installing android x86 is to not get my laptop overheating 
will a costum os like prime and others perform better ? will android 8 be better ?
anyone with an experience on a laptop tells me if it suppose to overheat ? on windows 10 its always silent
i5 5300u 8go ddr3L

I can't speak as to whether this is a bug causing a problem or just high natural load being placed on the cpu, however if the CPU is overheating that would indicate a problem with the cooling solution rather than the operating system. 

I would clean out the heatsink / fan, ensure the fan is operating correctly, A laptop/pc should be able to run at 100% cpu all day without overheating.

my laptop is working fine on windows 10 , clean and silent , this is an operating system issue
i could use an android emulator on windows 10 and it doesn't overheat like it did for androix 86 9...

Can you elaborate on the symptoms. Is the fan spinning up at all?

When you say its overheating what are you using to measure that? The only way I can think of that the OS could affect cooling performance would be if it was preventing the fan spinning fast enough via software fan speed control.

It may be that Android puts a higher cpu load on than windows 10 but that would still be a problem with the laptop cooling system as any OS should be able to push the CPU to 100% all day long and the cooling system is meant to cope with that.

So if you can elaborate on the symptoms, when you say its overheating do you just mean its getting hot or is it past the tMax of the chip? Is it downclocking the cpu? Is the fan operating as expected? There's many variables here, can you narrow it down a little please.

Cpuz app for the temperature..but even without the app the laptop is burning and the fan is loud like it's going to fly
i told you that my laptop is clean and run smoothly on windows 10
i am downloading the 8.1 r3
and see if the problem is still there
because as i said before , the main idea of me downloading this android is for my laptop to not overheat over an android emulator
this suppose to be a light os as it is supported with old laptops why would it overheat my "okay specs laptop"

performed without issue
ubuntu , kali linux , lubuntu
ps : even android x86 doesn't have any lag work smoothly , but it over used my cpu wich caused it to over heat and fan speed
will test the 8 r3

Please use 'top', 'ps' etc to observe
what processes are using your CPU.

well only solution i think of is underclock the cpu in android x86
what's the best way ?

I've asked.
You should find what processes are using your CPU first.
Then we can discuss what to do next.
