Enable wallpaper-based colorization of power menu/notify panel scrim?

How do I enable the wallpaper based colorization of the power menu/lock screen/notify panel scrim color? A standard build of AOSP 8.1 doesn't enable it by default. Not sure if adding the SysUiDarkThemeOverlay overlay to build config enables it.
