Can i add a vendor_binder service to communicate between two hal services (audio_hal and radio_hal)

I want to establish information sharing between audio_hal and radio_hal. To achieve this i've written a vendor_binder service.
Is this allowed in the treble architecture?
Or do i need to write a new HIDL service instead of vendor_binder to achieve this.
