Variant errors Android Q

to android-porting

When I `lunch 1` which is aosp_arm-eng. Then I do `make -j 1`. It seems Android.pb's are always reporting missing variant. Is there a way I can force a build of shared libraries. I dont think this is a problem with system/core this error pops up in other custom Android.bp in my own device tree. And as I have shown even lunch aosp_arm-eng fails
