My current machine (Intel® Core™ i5-4210U CPU @ 1.70GHz × 4 , 2*4GB RAM, 500 GB HDD) on ubuntu 18.04 took 14-16 Hrs on the first build.

As a reason I'm planning to assemble my own PC build.
The build that I'm planning will require a Z490 motherboard and those only support Ubuntu 20.04(No support for Ubuntu 18.04).

I see that the documentation for OS Requirement (https://source.android.com/setup/build/requirements#os) asks Ubuntu 18.04.

Are there any issue with building on Ubuntu 20.04, will my commits still be merged to the master branch if I use Ubuntu 20.04 for development?

There should be no problem at all. They list 18.04 probably because they haven't finished testing 20.04 yet. I use 20.04 for NDK building without a problem.
