Build Platform Tools for Windows with debug information

Basically, whether I use `lunch sdk-userdebug` or `lunch sdk-eng`, Windows binaries are produced without debug information while Linux binaries have it. I already searched https://source.android.com/setup for anything relevant to no avail.
