This "exit value" message means that Couenne was unable to run for some reason, but it does not provide any other information. If you saw other messages or message boxes from Couenne at the same time, you should report them and provide a screenshot, as they often contain useful information.

Also let us know the exact webpage and link you used to download Couenne, and the platform (Windows, Linux, macOS) where you are running it.

Finally, it will be helpful to know whether this error occurs every time that you run Couenne from AMPL, or whether Couenne sometimes runs successfully.
