Presidency orders VC, registrar to refund salaries’ overpayment

The Presidency, through the National Salaries, Incomes and Wages Commission, has directed the Vice-Chancellor of the Federal University, Otuoke, Bayelsa State, Prof. Mobolaji Aluko, to refund over-payment of salaries running into millions of naira.

The Registrar of the university, David Suowari, was also directed to refund cumulatively the sum of N130,692.71 per month in excess of his due salary.

The over-payments were said to have been discovered during the commission’s visit to the institution on May 12, 2015 to carry out inspection of FUO’s remuneration practices vis-a-vis the extant government’s pay policy.

The VC and the Registrar were accused of appropriating certain allowances to themselves that were not approved by the government.

These concerns were raised in a letter from NSIWC to Aluko, signed for the Chairman of the Commission by the Director of Compensation, Chike Ogbechie.

The commission said, “The findings of the inspection in respect of your institution (Federal University, Otuoke) were as follows:

“The Vice-Chancellor was being paid total emoluments of N1,970,476.76 monthly, whereas he should not earn more than N922,810.23 if he were paid furniture allowance en bloc earlier, or N1,043,176.79 if he were being paid furniture allowance.

“Much of the difference was attributed to certain allowances which were not approved by the government.”

In the case of the Registrar, the commission said the Registrar was being paid N130,692.71 in excess of his due salary of N502,580.25.

The commission also said the university disaggregated its staff salaries, against government’s policy of pay consolidation.
The NSIWC, therefore, directed the university to stop “the wrongful practices” and comply with relevant rules and rates.
The commission added, “We hereby direct the Vice-Chancellor and the Registrar to refund the cumulative overpayments made to them.

Which enemies of VC Aluko are at work ?
It is ONLY BUHARI, that is an enemy to any impropriety. The rest of our enemies  would be his agents.
Anyway, V C Aluko can now present consultancy service charges for his roles during the elections . He kept us on track on PVC, formulated some policy directives on state creations and on new energy policies in Nigeria. Lol
Let's pray the recovery commission visits other universities and other relevant government agencies for same reasons they visited Otueke.

We are fond of accusing our politicians for looting while ignoring that perm secs and other top civil servants may be equally guilty.
Maazi Aluko won't have a fight over this if he believes the charges are right.

The commission did not say Aluko stole and we won't say such either. Aluko won't steal.

There are other smarter ways any VC can rob us. It cannot be by salary discrepancies.
A lot of profs charge sex for grades and some charge money. In that way they rob us all by producing graduates that cannot compete well in the work force and skills overseas. They rob our families of money in addition to the salaries we pay them.

My concern though is our governments rob us too . We  spend a lot clothing our workers, buying them cars, paying for their cooks and stewards, paying for their expense on women, buying them furniture and probably paying for their wedding.
Our slow to action president may have to look into this especially into clothing our none uniformed civil servants.

Thanks for your confidence in me, and for your logical inquiries....much appreciated.

If this news is a result of the proverbial "enemies," then no weapon formed or fashioned against me will succeed.  And if those enemies come through one door, they will have to escape through seven doors.....that is what my Bible says, and I believe it!  :-)

Moving on...

As to the allegation themselves, enemies or not, when questions are raised of public officials,  accountability is essential.  Be sure of this:  they are ABSOLUTELY untrue, and there is no disaggregation of the salaries.  I am not getting A SINGLE PENNY of SALARY beyond what is approved. What is being considered additional is ALLOWANCE to three of us DIASPORA VCs (Otuoke, Kashere, Wukari) all of us who are on SABBATICAL without PAY from our foreign institutions, but who yet require to do two CO-PAYMENTS of both our health insurance and our pension contributions for our families that still live abroad, and to which we intend to return after our national service stint - all things being equal.  Without those allowances, which amount to almost 80% of our basic salaries, we will be left with almost no money from our local salaries, and not a single one of us would have accepted the VC job - unless they want us to steal government money! 

Which we were not ready to do, and have NOT done....

In any case, we are in the fifth and final year of our VC terms - so why is it just now that some UNVERIFIED letter is purportedly being written?

Inquiring minds want to know.....

By the way, the PUNCH reporter Simon Utebor called me for clarifications about the allegation before going to press.  I gave him the above information, and he promised to use it.  But when the news came out in Punch, and my clarification was not included, I called him to query the omission.   He too wondered why, and said he would find out and get back to me.  He has not yet - but I await him.  Again, this is my first volley.


In any case, this is my first volley - more to come against those proverbial enemies..!

You once announced some money disbursed to your school by the federal government and you said what you would do with it.
I saw that behavior  as an unusual , unNigerian. That alone trapped me to you as one person I must follow closely here.

I believe you are home to prove those of us here can help in building Nigeria  and  do so more honorably than the usual . That is a vow I believe you have maintained .
Now you have seen how " all have sinned" can falsely make a Lucifer out of a clean spirited saint .
Sometimes I wondered how some of you would forgo Pizza, fried rice with 4 chicken wings, Dunkin Donuts , bright lights day and night,  Dominican and other varieties of babes, possibility of getting a another heart should the one one has fails, or a machine to takes over your physiological heart like Dick Chenny has, forgo heaven almost , to pick a post at home, and share a table with others stained by a general sin, corruption.
Only a few like 5 of you , you said, would do it. It won't be nice to end such patriotism with a slight from same people  you served.
I do hope they  publish your version of this story while we watch how every thing plays out.

You have said it all analytically and there is nothing more to it. The punch group should have done their investigative journalism to high par as expected of them instead of coming up with some witch hunting and tail spinning tirade. I'm extremely disappointed with punch editorial. Sadly between stimulus and response there is space to rethink, that space to rethink is the power the Punch could have undertaken to choose their response meticulously rather than to the  mess they pulled themselves into now that will come with a price, but failed to do so for lack of better cognitive dissonance. You don't just throw a stone to an erudite scholar of Aluko-likes or bark on wrong tree without thorough knowledge of what had transpired. Someone who has sacrificed a well paid job (x5) to become a pioneer of start-up university?  No doubt in my mind, Prof. Aluko should demand unreserved apology from punch. Why should they published half-cooked uninvestigated story for gainsaying to score cheap publicity? This is mere attention seeking escapade and it cannot be unfamiliar of hand work of few detractors who want him replaced by their cronies in that neck of woods, we know he has acquired so much detractors since he got the job, here and there giving some unfounded insinuation from some quarters against him on web few weeks ago and before then, some of us have long  predicted something like this will come up to tarnish his image. I can only wonder why it takes them so long.  Attention is the rarest and purest form of generosity and if punch's way of getting one, esp. from Prof Aluko,... this proved they have been ungenerous on this one.   I doubt if anyone on this web will doubt where the smoke is coming from, it is sad that someone of Prof Aluko's caliber will be expected to have committed this flimsy accusation. To me its not enough to write rejoinder but to take Punch editorial to court for tarnishing his image on national prime paper and for lack of investigative journalism of small mindful myopic ignorance and for failure to hear his personal views to this matter before publication. May God save us from us. What a megalomaniac bunkum !!!!!

Yep!  Without your knowing it, you UNINTENTIONALLY made my point for me in your inimitable manner! :-).

A lot of profs charge sex for grades and some charge money. In that way they rob us all by producing graduates that cannot compete well in the work force and skills overseas. They rob our families of money in addition to the salaries we pay them.

My concern though is our governments rob us too . We  spend a lot clothing our workers, buying them cars, paying for their cooks and stewards, paying for their expense on women, buying them furniture and probably paying for their wedding.
Our slow to action president may have to look into this especially into clothing our none uniformed civil servants.

Presidency orders VC, registrar to refund salaries’ overpayment

The Presidency, through the National Salaries, Incomes and Wages Commission, has directed the Vice-Chancellor of the Federal University, Otuoke, Bayelsa State, Prof. Mobolaji Aluko, to refund over-payment of salaries running into millions of naira.

The Registrar of the university, David Suowari, was also directed to refund cumulatively the sum of N130,692.71 per month in excess of his due salary.

The over-payments were said to have been discovered during the commission’s visit to the institution on May 12, 2015 to carry out inspection of FUO’s remuneration practices vis-a-vis the extant government’s pay policy.

The VC and the Registrar were accused of appropriating certain allowances to themselves that were not approved by the government.

These concerns were raised in a letter from NSIWC to Aluko, signed for the Chairman of the Commission by the Director of Compensation, Chike Ogbechie.

The commission said, “The findings of the inspection in respect of your institution (Federal University, Otuoke) were as follows:

“The Vice-Chancellor was being paid total emoluments of N1,970,476.76 monthly, whereas he should not earn more than N922,810.23 if he were paid furniture allowance en bloc earlier, or N1,043,176.79 if he were being paid furniture allowance.

ADVERTISEMENT

“Much of the difference was attributed to certain allowances which were not approved by the government.”

In the case of the Registrar, the commission said the Registrar was being paid N130,692.71 in excess of his due salary of N502,580.25.

The commission also said the university disaggregated its staff salaries, against government’s policy of pay consolidation.
The NSIWC, therefore, directed the university to stop “the wrongful practices” and comply with relevant rules and rates.
The commission added, “We hereby direct the Vice-Chancellor and the Registrar to refund the cumulative overpayments made to them.

University Vice Chancellor in Nigeria is paid $60,000 pa while a member of the Federal House of Representatives receives close to $1million. In the same county - up till mid 1960s - a university lecturer ( not even a professor ) earned more money than a member of House of  Representatives / cabinet minister . 
This country retrogresses almost daily .

Believe me, it takes some special love of town by some people such as Aluko did  to get into a system where every man that wears a pant is presumed to be endowed down there. Some of us won't do what Aluko did, accepting a post in Nigeria in preference to staying here and doing a full time for such money he is paid in Nigeria ,and some few hours somewhere else for almost 50% of his base.
Moreover it is not a position like minister where one can say he will make money by being a good friend and awarding contracts. Teachers at all levels, VC to a kindergarten are all same by calling . We do not usually expect dishonesty . The few cases we have , like the changes for grades are products of a rotten from the base. That's why I said Aluko will not intentionally pee in the road he must use daily.

I just met Aluko here and recently too and have been following him the few times he cared to join us in our in a njakiri . My feeling is he wants to prove a point to those of us USA bound and to Nigerian a at home that all about life is not always money. Willingness for service and drives to get things done better matter too.
Those finds on Aluko if true, should not amount to same category we shall call looting. 
This revelation has  brought him back with us on a level I feel more comfortable talking about him.
The policy discusses he initiates sometimes puts him at such a level one would need to bribe a gate man for access to Aluko. That is not good for the majority of common people like me.

This issue, if worth some sweat would be resolved without  some pageantry.
It is " big " because it is Mobolaji Aluko , a bait for his foes, real and imagined.

You have said it all more analytically and there is nothing more to it. The punch group should have done their investigative journalism to high par as expected of them instead of coming up with some witch hunting and tail spinning tirade. I'm extremely disappointed with punch editorial. Sadly between stimulus and response there is space to rethink, that space to rethink is the power the Punch could have undertaken to choose their response meticulously rather than to the  mess they pulled themselves into now that will come with a price, but failed to do so for lack of better cognitive dissonance.
 You don't just throw a stone to an erudite scholar of Aluko-likes or bark on wrong tree without thorough knowledge of what had transpired. Someone who has sacrificed a well paid job (x5) to become a pioneer of start-up university?  No doubt in my mind, Prof. Aluko should demand unreserved apology from punch. Why should they published half-cooked uninvestigated story for gainsaying to score cheap publicity? This is mere attention seeking escapade and it cannot be unfamiliar of hand work of few detractors who want him replaced by their cronies in that neck of woods, we know he has acquired so much detractors since he got the job, here and there giving some unfounded insinuation from some quarters against him on web few weeks ago and before then, some of us have long  predicted something like this will come up to tarnish his image. Dear all, I thought Punch Newspaper messages should be credible and likewise its editors and correspondents should be professional in disseminating news and not misinform the public. When has Punch Newspaper turned to Cash and Carry, Jungle, Mama Put or Salad journalism?
 
By the way, the PUNCH reporter Simon Utebor called me for clarifications about the allegation before going to press. I gave him the above information, and he promised to use it. But when the news came out in Punch, and my clarification was not included, I called him to query the omission. He too wondered why, and said he would find out and get back to me. Professor Bolaji Aluko is a respected fellow in the field of academics worldwide. Nigerians need to stop all this "Pull them down Syndrome" that is affecting us and eschew hatred of SUCCESS of fellow Nigerians.

Professor Bolaji Aluko left luxuries and his families behind in United States to come back to Nigeria for his love to impart knowledge and make the difference in his own little way, despite all odds and this is what he will get for his meritorious service? About 5 years ago, some even started by calling him a glorified Headmaster acting as a Vice Chanellor of a glorified upgraded Secondary School. Should he not be celebrated?
 
A Vice Chancellor that turned to be a NEPA Official for Federal University Otuoke in Bayelsa State as 24 hours electricity supply is key to a functional University to deliver state of the art education which is comparable to that in foreign countries. Starting the University from scratch and even being inundated, yet he still have time to come on this forum to give us update and back it up with pictures, facts and figures.
 
Should he not be remunerated appropriately according to his contractual agreement with the Federal Government 5 years ago? Were there not other educators out there before Professor Bolaji Aluko was chosen especially for the home state of the immediate past President Goodluck Jonathan?
 
Mentally deranged people who have access to computer or electronic gadgets to send out email and always out there to destroy others are full of "Bad Belle". Some of these miscreants even have problem administering and maintaing 2 vehicles in their home including wife and children talkless of administering a Federal University for 5 years.Yoruba adage says "Ota eni kii pa Odu Oya" meaning "Even if you killed an Elephant, your enemy will go to the press and say you killed a rat".
 
Professor Bolaji Aluko has built his reputation over the years.
 
Remain focussed as always Professor Bolaji Aluko and disregard all these detractors whose lives are miserable already.

In Nigeria it is and for the most part has been a cash and carry journalism. You pay someone and they go after your competition, adversary or potential professional competition. These smear articles are generally forward looking. They are geared toward frustrating future or impending opportunities.

That's how it goes in Nigeria, because there is really no deterrence for the irresponsibility.

In fairness, it was the online version of Punch which omitted my own intervention.  Both the paper versions of Punch and The Nation that I read had a more complete picture:  improper salary - no, proper allowance: yes.

Paying Aluko more money than Nigerian based VC's is unfair..    Am sure it's probably a violation of particular civil service salary code....   Look at it like this,  should any Nigerian in the same pay grade make more than any other Nigerian?    Keep in mind that Aluko brought very little University Adminstration credentials to the table.  He had never served as VC or even Assistant VC of any American University. He was never adminstrator of even a Community College.  He's not an expert.    

Further, these were the sort of issues that Aluko advocated against.    He used to pound his chest and blog against unfairness in governance..  If only Nigerians took note of my petition

When it comes to salaries, you know that I know a lot about that. I see quite a good number of W2s every year, including my own children's. 

Let me tell you outright. I will not loot. But I am not serving anyone for patriotism sake when people are looting right and left. I sure would be called stupid for accepting $60,000 to fight mosquitoes on steroids in Nigeria. Yes, I will serve my country patriotically, but paid well for my services. I may not afford Ota farm when my term is up, but I don't want the type of embarrassing questions Nigerians ask folks. 

After your term is up, people will expect a certain air of affluence, having served as VC. But at $60,000, heck. They will ask if it was the same Nigerian government that Obasanjo served that you served? Look. When drug dealers visited Nigeria, they spent money profusely. When those of us who did not deal drugs visited Nigeria, the natives expected us to spend in the same fashion as the drug dealers. When we did not, they asked whether we were in the same US that Kashimo and Thronubu were. 

I did not read your explanation. With time we will answer my question. If you were looting, why so little? You diaspora folks amaze me. Others loot Nzillions, and here you are trying to explain peanuts. While Sanusi is now Emir and Blackstone chairman, you are explaining the difference between N1mil and N900,000. If he hit CBN for N1mil, do you think he will be Emir and Blackstone chairman? They sure think Diaspora folks are stupid. And we are. Remember Dr. Olowopopo? From Chicago? Drowned in Lagos.

Aluko should refund every undeserving kobo........    If you ask me, this revelation is just a tip of the hanky-panky-berg.  He's totally unscrupulous and hypocrite..  The whole intention of becoming VC is a get rich quick scheme. Nothing more, nothing less!
