RESOURCE_EXHAUSTED, it means that a system frequency limit has been exceeded. Kindly prevent sending too many requests in a short period of time and also ensure to set up short delays between requests or combine more operations in fewer requests. You can check this

Please also consider that the Google Ads API enforces limits on API operations, such as the number of operations that can be sent in a single request; kindly check this
documentation to see the API Limits and Quotas.
If the issue still persists, you may provide it to us with the updated complete API logs (
request and
response with
request-id) generated on your end so that our team can further validate if the request done correctly.
You may then send the requested information via the Reply privately to author option. If this option is not available, you may send the details directly to our
googleadsa...@google.com alias instead.
