link_id invalid

Following the instructions in this page(https://support.google.com/google-ads/answer/7365001?hl=en), as shown in the following picture, I create a link id using the provider id that has applied for the basic access of App Conversion Tracking and Remarketing API.

We use the dev_token and link_id to test a conversion tracking request followed this page(https://developers.google.com/app-conversion-tracking/api/request-response-specs). However, we got a link_id_invalid error.The whole request url is (https://www.googleadservices.com/pagead/conversion/app/1.0?app_event_type=first_open&app_version=0.1.5&dev_token=Ff2aJTsXJ3BFbvlev0fFBw&id_type=advertisingid&lat=0&link_id=E8CCDA1839005AD8CFD79814CE086422&os_version=5.3.1&rdid=66BFF42D-7C5D-400A-BA6D-2DFB5DEAB676&sdk_version=0.1.5&timestamp=1616053301.000000).

However, with the same dev_token and link_id, we tried it several hours later, it works. You can reproduce the problem by created a new link_id and request the API. I wonder if there are several hours delay for link id to be valid?
