AdWords API's BudgetOrderService pulling wrong endDateTime

I'm new to Adwords API and debugging an issue related to Account Budgets, where the API's BudgetOrderService is pulling an end-date that doesn't match with the platform.

The issue started when we recently changed the end-dates from Oct 31 2020 to July 31 2020. In this case, the output of get method is coming up as Aug 1 2020. Not sure if it has anything to do with the time zone. 

I have attached screenshots of Budget Details and API report. Not sure if relevant, but here is also attached the code snippet for fetching the budget report:

Thank you for reaching out to us. I see that you're encountering an issue with BudgetOrderService and obtaining the correct endDateTime. Could you provide us with the full request and response logs for where you get this result, as well as the customer ID of the account that you're pulling from, so that I may further investigate? Thanks for replying Bryan. 
I have turned on the Handlers within the google chrome settings, but still can't turn on - `reply privately to author` option. Is there any alternate way to send details?
