Modify 'campaign.target_cpa.target_cpa_micros' on app campaign

Hi,

I wanted to modify 'campaign target cpa' on 'universal app campaign' but following error occured.

Request with ID "7rAJ_xVXK8V_rqTKaJJJDQ" failed with status "INVALID_ARGUMENT" and includes the following errors:

Is it impossible to modify campaign target cpa on app campaigns?
The API document suggests using 'AdGroupService', but campaign was made via UI and there is no ad group on app campaign.
