Conversion Actions on campaign's Selective optimizations creates unknown error.

to AdWords API and Google Ads API Forum
Adding a conversion action in the selective optimizations for a campaign causes an unknown error. I've tried this on several different conversion actions and they all fail. Is there some kind of configuration I need to perform on the campaigns or the conversion actions before they'll save correctly?
