Thanks for posting your concern.

To answer your question, it's not needed to create developer tokens for each manager account. You just need to create a developer token from one of your MCC accounts, then you can use it to your MCC accounts. Please note that the MCC accounts where you will use the developer token should be under the same organization with the MCC account where the developer token is generated.

For your follow up question, I would suggest raising it to the Compliance team via this form to know what is the scope of the organization if it should be under a gmail account, company, etc. I routed you to their team as they are more equipped to answer your question because they are the one that approve and process developer token access requests.
