Thank you for reaching out. However, I had to delete your initial post as it contained your logs. When sharing logs and account information, you may do so via the Reply privately to author option or directly to our googleadsa...@google.com alias instead.
Regarding the error, the 30000 criterion ID and the other device/platform criteria are already being targeted by default when you create your campaign. That said, you no longer need to ADD them via an API request.
You can however, setup and adjust bidding for the said criteria (see CampaignCriterion.bidmodifier). I hope this helps.
